Background and Purpose:
The purpose of the project is to develop a region wide Youth Commitment [as part of a state-wide strategy] and local implementation strategies with all key service providers and agencies involved in education and training and career and transition support for young people 15-19 years in the Hume Region. The CRLLEN is also involved with the Loddon Mallee Regional Youth Commitment.
The project:
- Focused on the young person.:
- Is intended to be an holistic framework that will support all young people to achieve Year 12 or equivalent.
- will include all providers of education and services for young people aged 15-19
The five LLENs covering the Hume Region along with the Later Years/VETis/VCAL team will work together with schools, Registered Education and Training providers and key stakeholders to develop and implement community based implementation strategies that bring all of the local players together.

Update October 31st 2008
As previously noted, a formative evaluation of Regional Youth Commitments across the state was undertaken in the first half of 2008.
The evaluation report, identifying critical success factors for RYCs, will be of interest to LLENs and some of their stakeholders and is now available on the DEECD website at the downloads link below.
Initial Strategies
The Hume Region developed an early strategy in 2006/2007 designed to meet the needs of young people who leave school early. It was identified that a coordinated approach was needed to ensure access to education, training, employment and/or welfare support services.
A grant received by the Hume Region for 2007 allowed the appointment of a 0.5 EFT Project Officer [based in Benalla]. The main focus of the position was to liaise with schools across the region to set in place a series of referral processes, expand participation in the Project and to work with a range of stakeholders to build a sense of community commitment to young people leaving school early and ensure a successful transition was made and importantly, monitored.
The aim of the PATHFINDER project was to identify and trial a model of agreed protocols for the referral of early school leavers to education and training, employment and or welfare support services with a view to establishing agreed practices across all secondary schools in the region.
The trial was completed in December 2007. An evaluation of the PATHFINDER project can be found below. The Central Ranges LLEN contributed to the project oversight but did not have any participating schools.
On February 5th 2008, the first planning day for the Hume Regional Youth commitment was conducted.
Formative Evaluations
dandolopartners has been engaged by the Department of Education and Early Childhood Development (DEECD) to conduct a formative evaluation of the RYC initiative. A formative evaluation is one which occurs in the course of a program or initiative, and is generally designed to improve or increase its success.
The objectives of this evaluation are to:
- Determine the level of clarity about roles and responsibilities in the initiative
- Evaluate achievements to date
- Identify critical success factors and good practices that may be useful to share amongst the regions
- Identify opportunities for potential improvement, and
Identify the sustainability of the commitments beyond the initial phase funded by DEECD.
