Loddon Mallee Regional Youth Commitment

Loddon Mallee Region

Background and Purpose:

The purpose of the project is to develop a region wide Youth Commitment [as part of a state-wide strategy] and local implementation strategies with all key service providers and agencies involved in education and training and career and transition support for young people 15-19 years in the Loddon Mallee Region. The CRLLEN is also involved with the Hume Regional Youth Commitment.

The project:

  • Focusses on the young person.:
  • Is intended to be an holistic framework that will support all young people to achieve Year 12 or equivalent.
  • will include all providers of education and services for young people aged 15-19

The six LLENs covering the Loddon Mallee Region and the Loddon Mallee Later Years/VETis/VCAL team will work together with schools, Registered Education and Training providers and key stakeholders to develop and implement community based implementation strategies that bring all of the local players together.

The Central Ranges LLEN participated in the initial planning phase of the Loddon Mallee Regional Youth Commitment at a meeting at the Murray Downs Conference Centre [Swan Hill] on the 26th of February 2008. [See news item]

Initial Strategies:

Mr. Neville Sharpe has been appointed to co-ordinate the initiative across the Loddon Mallee Region in 2008.

A Proposed Implementation strategy will take place at three levels:

  • Youth Commitment steering Committee: A small representative steering committee made up of 5 to 7 key players from the peak organisations in region chaired by Graeme Robertson, Assistant Regional Director, Loddon Mallee region DEECD.  The purpose of this steering committee is to provide high level strategic support for the cross sectoral approach to Youth Commitment. The steering committee will oversee the strategic directions and accountability of the project.
  • Community Youth Commitment Teams: Each LLEN establishing a Community Youth Commitment Team, comprising a representative of each School Transition Team, LCP Workers, Centrelink, Community Youth Workers (including Koorie and Disability Workers), Child and Family Services, Group Training, Job Networks, Youth Pathways Program, TAFE and the Police to coordinate support for young people.
  • Transition teams: Schools, TAFE and other training organisations to form transition teams incorporating welfare, MIPS and pathway planning to coordinate support for each young person on a holistic basis.

Formative Evaluations

globesm: dandolopartners has been engaged by the Department of Education and Early Childhood Development (DEECD) to conduct a formative evaluation of the RYC initiative. A formative evaluation is one which occurs in the course of a program or initiative, and is generally designed to improve or increase its success.

The objectives of this evaluation are to:

  • Determine the level of clarity about roles and responsibilities in the initiative
  • Evaluate achievements to date
  • Identify critical success factors and good practices that may be useful to share amongst the regions
  • Identify opportunities for potential improvement, and

Identify the sustainability of the commitments beyond the initial phase funded by DEECD.
