Trade Training Centre submission

LogoApplication - $11.3 Million Central Ranges Trade Training Centre

The Central Ranges Trade Training Centre (CRTTC) Consortium successfully submitted a $11.3 Million application to the Department of Education, Employment & Workplace Relations Round 3 Trade Training Centre offers on Friday 4th June.

The CRTTC Consortium is seeking to develop Northern, Southern and Eastern hubs that offer Certificate III Industry standard training in Hospitality, Building & Construction, Automotive and Engineering, currently not available in the Central Ranges area, to assist up to 3,200 students in the area.

The CRTTC Consortium consists of 10 Secondary Schools - Alexandra Secondary College, Assumption College Kilmore, Broadford Secondary College (Lead School), Euroa Secondary College, St. Mary's College Seymour, Seymour Technical High School, Seymour Special School, Wallan Secondary College, Whittlesea Secondary College and Yea High School.

A historic single agreement was developed between GO TAFE, Kangan Institute of TAFE and the CRTTC Consortium to ensure excellent standards of training will be delivered locally as well as mutual recognition of competencies delivered at both institutions providing flexibility for students.

The Central Ranges business community has responded by providing up to 50 School Based Traineeships, 30 Apprenticeships, 300 Structured Workplace Learning and Work Experience placements, Industry projects and several representatives to a Skills Industry Board to advise on local skills shortage and Industry requirements for the future local workforce over the next 10 years.

The Central Ranges LLEN played a critical role in co-ordinating and facilitating agreements and partnerships to maintain and develop the CRTTC Consortium, Training and Industry partners.

Update - 2010 Annual General Meeting

Annual General Meeting 2010 -

Group AwardsThe Central Ranges Local Learning and Employment Network Incorporated, [CRLLEN Inc.] conducted its [8th] Annual General Meeting on Tuesday the 11th May at Trackside, Kilmore. 

Members and stakeholders were informed of the key achievements and partnerships in 2009 and an outline of the strategic Goals over the next 3 and half years   

Our Guest Speaker Doreen Power Chief Executive Officer of Seymour District Memorial Hospital outlined the steps in creating an environment that provides excellent training and pathways opportunities for young people in our local businesses.

The Central Ranges LLEN also recognised outstanding achievement and leadership with its annual Trailblazer Award.  

This year two school Co-ordinators: Carol Fisher (Assumption Kilmore College) and John Horley (Gisborne Secondary College) received a Trailblazer Award.

"That the changes to the Central Ranges LLEN's Rules of Association, as proposed to the Department of Education and Early Childhood Development (DEECD), be approved."

Welcome to the New Partnership Broker

Hello, my name is Sharon Kerlin, and I have recently commenced in the new position of Partnership Broker with Central Ranges LLEN. 

Sharon Kerllin

My role is to work with key stakeholders in education, industry, community organisations and parents to broker partnerships that improve education, training and employment outcomes for young people aged 10-19.   

Having completed my undergraduate degree in Business Management, I was employed a Training Officer with YMCA Victoria where I was responsible for co-ordinating a range of accredited and non-accreditated training programs. 

After 2 and a half years with the YMCA I took up a position as an Australian Apprenticeships Field Consultant with VECCI Apprenticeship Services, where I was responsible for promoting traineeships and apprenticeships across a wide of industries in the North Western region of Melbourne.

At the end of 2007 I moved to London and was employed by CfBT Education, contracted to deliver the Connexions youth services contract across West London.  In this role I managed the Employer Engagement team, working with employers to identify and promote job vacancies for local young people. 

In 2009 I returned to Australia, and to my role as an Apprenticeship Field Consultant at VECCI. I also completed my Graduate Certificate in Careers Education & Development with RMIT.

This year I am looking forward to the challenges of a new role as well as the opportunity to contribute to the improvement of transition outcomes for young people.

The CRLLEN encompasses the local government Shires of Macedon Ranges, Mitchell and Murrindindi located in the north central regional area of Victoria. The CRLLEN Office is in Kilmore.

We are seeking a highly motivated and competent person with the ability:

  • To broker sustainable partnerships between all relevant stakeholders, including parents and families, schools, employers, industry, community agencies and Youth Connections providers to ensure young people in the region have access to rewarding learning and employment pathways.

An attractive salary range of $50,000 to $55,000, including a fully maintained organisation car of $20,000. The position is tied to LLEN funding which is currently confirmed until 31 December 2011, with a possible contract extension available to 2013 pending additional funding.

In October this year there was a change of Chief Executive Officer from Bill Coppinger to Boyd Maplestone. 

Bill leaves the LLEN after nearly seven years of outstanding service to Central Ranges community and is now taking some time to rebuild his house after the devastating bushfires earlier this year.  We look forward to hosting a celebration for Bill in the near future to thank him for all his hard work and dedication to the Central Ranges LLEN.

Enhanced LLEN

In the recent months the Central Ranges LLEN has been working with existing Local Community Partnership providers to develop a submission for the new School Community Partnership Broker program which will be delivered in Victoria through an ŒEnhanced LLEN‚ network for four years from January 2010 ˆ December 2013.

The Central Ranges LLEN will broker strategic and sustainable partnerships that support improved education and transition outcomes for young people, including increasing Year 12 or equivalent attainment rates.  The Central Ranges LLEN will broker sustainable partnerships between the following stakeholder groups:

  • Education Providers
  • Business and Industry
  • Parents and Families
  • Community groups

Under the program Central Ranges LLEN will have an expanded and broader role.

  • A broader age range 10-19 years of Age
  • Focus on transition from primary school to secondary school
  • A stronger focus on career development
  • A stronger focus on engaging with parents and families
  • Working in collaboration with Youth Connections Providers

To this end, the core objective of the LLEN is to improve participation, engagement, attainment and transition outcomes for young people 10-19 years old within the Mitchell, Murrindindi and Macedon Ranges area.


Staffing 2010


The Central Ranges LLEN will have an increase of two staff, an Office Administration Manager (0.8EFT) and a full time Project Officer to deliver this initiative in partnership with all of the key stakeholders.  We look forward to meeting with all of the stakeholder groups to support the development of collaborative partnerships which improve outcomes for young people.

Strategic Plan 2010 ˆ 2013

The Central Ranges LLEN Committee of Management will develop a strategic plan which will contain around 4-6 strategic goals which we will pursue over the next four years. The plan will be developed in consultation with our key stakeholders to ensure we are meeting local needs. 

To attain these goals Central Ranges LLEN will work with many organisations and develop collaborative partnerships with the key stakeholder groups, Education Providers, Business and Industry, Parents and Families and Community Groups.

Trade Training Centre Consortium Unsuccessul

Trade Training Centre Consortium Unsuccessul.

Jim Alsop, Principal of the lead school in the 10 school consortium of Government and Catholic schools of the Central Ranges Trade Trading Centre consortium was advised by the Commonwealth on the 5th of November that they were unsuccessful in their application to receive a 16 million dollar investment in vocational education infrastructure.

The consortium, the first of its kind in the region, represents approximately 3,500 year 9-12 students across the Mitchell, Murrindindi, Strathbogie Shires and the City of Whittlesea.

Mr Alsop said there has been an "18 month investment into generating support and collaboration from 10 School Councils, local business and communities across 5 shire".

Andrew Hocking, Chairperson of the Central Ranges Local Learning and Employment, Network said he is "disappointed, considering the Principals had worked on it for 18 months, met all the requirements and even continued DURING and after the devastation of the fires, working closely with VBBRA, DEECD and Federal Parliamentary Secretary for Bushfire Reconstruction, Bill Shorten".

Our board, with over 200 members from across the region, believed the detailed economic, social and educational plans were tightly integrated with the skill needs of businesses and young people in the region and had the added connection of supporting and complimenting reconstruction efforts in communities where infrastructure, employment and labour markets have been devastated.

The consortium will review our model and the suggestions from Canberra and look at next steps available.

Mr. Boyd Maplestone

Boyd MaplestoneBoyd brings considerable experience and expertise in working with a range of young people both within Australia and overseas. This has included working with some of the most disadvantaged young people in Melbourne, in Residential Care Units for Melbourne City Mission and Kildonan Child and Family Services.

Boyd has also worked as a Pastoral Worker (Welfare Co-ordinator) at Greenford High School a large Foundation school in West London, assisting a diverse range of students in Year 10 and Year 11.

Over the last few years Boyd has held a position as a Careers and Transitions Project Officer with Western Local Community Partnership, developing excellent partnerships with schools, community organisations and industry in the Western Metropolitan Region of Melbourne.

Earlier in 2009, Boyd become the Youth Transition Support Initiative Co-ordinator supporting four workers to manage the complex needs of disengaged young people.

Boyd's several years experience in working for Community, Education and Corporate organisations has given him many broad experiences that the Board believes will equip him well to maintain and expand the work of the association in the coming years. Boyd's extended biography can be found here.

Boyd began the handover phase this week and begins full time on Monday 12th of October. We look forward to introducing Boyd to our many partners, members and stakeholders.

On behalf of the Board and all members, we welcome Boyd to the position of Chief Executive Officer and wish him well in working across the Macedon, Mitchell and Murrindindi Shires to improve education, employment and training outcomes for our young people.

National Agenda - Local Opportunities

What is the National Partnerships and COAG "Compact with Young Australian's all about??"

In April 2009, the Council of Australian Governments (COAG) recognised the need to support young people to be able to withstand the impact of the global economic downturn on their employment and career prospects, especially those who disconnect from education or training without adequate qualifications or skills.

The Australian and State and Territory Governments have agreed to a Compact with Young Australians (the Compact) that provides incentives to stay in, or return to, an education or training pathway. All young people aged 15 - 24 will have an entitlement to a place in school, training or higher education, subject to availability and meeting admission requirements. All young people who are aged 17 or under must be engaged full time in school, training or employment, or a combination of these, that is, learning or earning. All Governments have agreed to ensure that at least 90 per cent of all young people attain Year 12 or its equivalent by 2015.

Specifically for Victoria, this means a number of changes will be implemented from 2010. Of note for all LLEN members and stakeholders is the new role of the School Business Community Partnership Brokers [Partnership Brokers] which will be deployed within the existing Local Learning and Employment initiative through what will be called an "Enhanced LLEN".

Bushfire Interim Report Released

Bushfire Royal CommissionThe Interim Report of the 2009 Victorian Bushfires Royal Commission is available in three on-line versions, in addition to the Executive Summary.

In the preface to the report the Commission says:

Fire is a recurrent visitor in Australia≠s environmental history. The flora and topography in Victoria render it one of the most bushfire-prone parts of the planet. Even with this history, 7 February 2009 was a day of unprecedented tragedy in the State. One hundred and seventy-three people died in one of the worst bushfires in Australian history. About 430,000 hectares of land were burnt, along with 2000 properties and 61 businesses. Entire towns were destroyed and around 78 communities were affected.

The impact of these fires is seared into the consciousness of those who lived through them.
Under such adversity many people responded with courage and compassion. The volunteers who fought the fires and the individuals that supported their neighbours should be commended for their actions. Since the fires, many others have helped support fire-affected individuals and communities in the recovery process.


On 16 February 2009 the Victorian Government established the 2009 Victorian Bushfires Royal Commission, with broad terms of reference, to investigate the causes of, preparation for, responses to, and the impact on infrastructure of the fires that occurred in late January and early February 2009. In approaching this investigation the Commission has been acutely aware that the events of 7 February highlight the deadly consequences of extreme bushfires.

The need to give primacy to saving lives is, therefore, at the forefront of the Commission≠s intentions and has underpinned its inquiries and recommendations.
In making its recommendations, the Commission recognises that the responsibility for protecting life, property,
and community and environmental assets rests with the collective efforts of the whole community.

 

We commend this report to our members and all stakeholders .

CR LLEN's Chairperson Message to Members

CRLLEN LogoDear CR LLEN Members,

The Central Ranges LLEN held our board meeting for the CR LLEN in Kinglake on Thursday 23rd July. I wanted to take the opportunity to update you with some important news from this meeting.

I announced at this board meeting that Bill Coppinger had indicated to me that he is going to resign from the position of CEO of the CR LLEN.

As many of you will know, Bill and his family lost their house and all belongings in the Black Saturday fires in February this year. Bill expressed at the board meeting the enormity of the task of rebuilding the family's lives and the need to give this all his focus to ensure that he and his family can begin to re-establish what they have lost. The role of CEO of the LLEN requires 100% focus and energy and Bill in a very honest assessment of where he is at believes he can't give it the required attention the role and the communities he works with deserve.

At the board meeting, as no doubt you all will be, we were saddened at the prospect of losing Bill as CEO of the LLEN, however, we respect Bill's decision and know he has carefully weighed up all options in reaching this position.

We are working through a range of considerations and Bill has expressed a willingness to assist the LLEN in identifying key strategic focus areas going forward and to assist in the filling of the CEO role and the transitioning of the new CEO into the position and community.

It is currently envisaged that Bill will table his letter of resignation at the next Board meeting in early September. Bill is required to provide 4 weeks notice as part of the terms of his employment.

Bill has been an outstanding CEO and while we are very disappointed to lose him I want to reiterate that Bill has carefully considered his and his families best interests as well as those of the LLEN.

Minister Allan presents 2009 Trailblazer Award

The Board of Directors of the Central Ranges Local Learning and Employment Network Inc. [CRLLEN] advises that it held its Annual General Meeting on Friday May 15th 2009 at the Flowerdale Estate Retreat between 10:00am–12:00 Noon.

The 2009 Annual General Meeting briefed members about the results of the work of the LLEN in 2008 and the trends we have seen developing over the last seven years.

Minister Allan presents Trailblazer Award2009 also marks the beginning of the current 2009-2011 contract with the Victorian Government and members were updated on developments relating to the new contract and the impact of the recent bushfires on key projects and planning.

Minister Allan presents Keynote and Trailblazer Award

The Board was honoured to host the Honourable Jacinta Allan MP, Minister for Skills and Workforce Participation as our Keynote presenter.

The Minister spoke of the importance of the work of the Local Learning and Employment Networks in coordination of education and employment pathways for young people making the transition from school to work. The Minister complimented the work of the many volunteers and stakeholders that come together to provide local, but strategically important planning decision that involve business and industry.

Minister Allan also presented the 2nd "Trailblazer" award.

This award recognises and honours a local business that demonstrates leadership in the commitment to the education and training of young people.

Ellamber Homes was selected because of its commitment to young apprentices and the skilled pathways it provides to training and employment opportunities, even during difficult economic times.

Mr. Mark Denton, owner and proprietor of Ellamber Homes was pleased to accept the award and noted the importance of ensuring young people are given high-skilled opportunities to that lead to long-term employment.

Minister Allan commented how appropriate it was that the nomination for the Trailblazer award came from one of Mark Denton's existing employees, a fully qualified Tradesman that completed his own apprenticeship with Ellamber Homes.

Victorian State Budget 2009-2010

VicBudget09The Victorian State Budget for 2009-2010 was presented to Parliament today Tuesday May 5th 2009 by the Hon. John Lenders MP.

According to the Treasurer, John Lenders, the 2009-2010 Budget is focussed on "securing up to 35,000 jobs next financial year to fight the impact of the Global Financial Crisis... the focus of a record infrastructure investment in the 2009 State Budget.

This budget has a number of significant implications for LLEN Members and stakeholders.

As a service to members we have provided a set of focused links to key budget areas and included YouTube presentations from key Ministers.

Included are links to full budget documentation as well as summarised Press Releases from a range of Ministerial Portfolios relevant to the work of the LLEN.

This list is not intended to be exhaustive, nor is it an assessment of the details of the announcements.

Deputy PM Launches Transfield Reconciliation Action Plan

Transfield ServicesJulia GillardThe Central Ranges Local Learning and Employment Network was pleased to be a guest of long-time partner Transfield Services to witness the Deputy Prime Minister, The Hon. Julia Gillard, launch the Transfield Services’ Reconciliation Action Plan (RAP) today.

The Reconciliation Action Plan aims to significantly increase Indigenous employment in its Australian business and increase engagement with Indigenous communities and culture.

The plan, which was created in conjunction with Reconciliation Australia, is the 11th corporate RAP and the first in the Australian Services market.

Launching the plan today at RAAF Base Laverton, Victoria, Ms Gillard congratulated Transfield Services on their commitment to improving employment and training opportunities available to Indigenous people.

“Reconciliation is about building relationships, understanding cultural differences and taking action that will make a positive difference to Indigenous people. A good job and training opportunities can make a big difference in a person’s life and their family’s life,” she said.

Transfield Services is the 11th company in Australia to develop a RAP, joining with companies such as BHP Billiton, Qantas and National Australia Bank.

Transfield Services Chief Executive Officer, Australia and New Zealand, Mr Bruce James, said today: “Our plan aims to increase the number of Indigenous people we employ and to increase engagement with Indigenous communities and our employees’ understanding of Indigenous culture through company-wide training programs.”

Co-Chair of Reconciliation Australia, Professor Mick Dodson, said: “Transfield Services joins some 100 RAP organisations across Australia working towards closing the gaps between Indigenous and non-Indigenous Australians and this RAP is an excellent example of how both business and the community can benefit.”

In July 2007, Transfield Services launched its Indigenous Participation Strategy. Since then, the company has implemented a range of initiatives, including setting up an Indigenous Advisory Board, implementing online cultural awareness training for all employees and engaging an Indigenous Development Manager.

We congratulate Transfield Services and Reconciliation Australia on their leadership and initiative in this area and encourage all our members and stakeholders to consider similar initiatives in their own organisations.

Bushfire Relief Fund Closing

Dear members, friends and colleagues of the Central Ranges LLEN.

Our bushfire relief fund is closing on the 30th of April, so if you wish to contribute in some small way, you can do so online up until close of business on Thursday 30th of April.

To date, we have raised in excess of Ten Thousand Dollars, every cent of which is being circulated across our region. Our board thanks every contributor for their generosity, it has been truly overwhelming.

Our goal for this small fund is simple, we want to ensure the impact of the worst Bush-Fires in the State's history have as minimal an impact on a young person's education, training or employment [as is possible] in such circumstances.

We will work personally with leaders in Schools, TAFEs, Neighbourhood Houses and partner agencies across the Mitchell and Murrindindi Shires to identify those in direct need of additional financial support for replacement tools, transport to courses, books, materials or whatever is deemed necessary and assist them directly on your behalf.

School Buildings: Victorian Auditor General Reports

As many CRLLEN members will know, the Board has been advocating directly to government for almost two years about the importance of coordinated infrastructure investment, planning and maintenance regimes. Many of our communities are at very different stages of population growth or decline and some are currently reviewing the best way to utilise existing infrastructure to provide the best possible education, training and employment outcomes for young people making the move from school to work or study. In some cases this involves new partnerships between education and training providers, local government and local and regional industry. Infrastructure, such as buildings, telecommunications and transport are always high on the list of priorities.

This is a complex task but one worthy of the time and resources needed to get the best possible outcomes for our communities. We would like to draw your attention to the release of the Victorian Auditor General's report on School Buildings: Planning, Maintenance and Renewal.

Auditor General's Report

It is crucial to both the long-term future of the State and the viability of all our communities, that all students have the opportunity to succeed regardless of where they live or their socio-economic background.

Achieving this objective requires good teachers, a challenging and appropriate curriculum, and facilities that adequately support learning and the modern methods used to deliver courses. The focus of this audit is on how well school buildings and their permanent fixtures, such as lighting, heating and cooling systems, are managed to deliver the conditions necessary for effective learning.

The Auditor-General, Des Pearson, tabled the report in the Victorian Parliament yesterday on the results of a performance audit into School Buildings: Planning, Maintenance and Renewal.

The report examined how well the Department of Education and Early Childhood Development had managed programs to build, rebuild and maintain the 29 000 government school buildings in Victoria. These programs include a commitment to rebuild or renew all government schools by 2017 through the
Victorian Schools Plan.

The report found that the department had improved some of the processes it uses to plan, implement and evaluate asset management programs.

However, there is more to do and the audit identified areas that the department needs to improve.

The most important areas for improvement are:

  • strengthening and making the way schools are selected for inclusion within the government’s building programs more transparent
  • upgrading the department’s existing asset management information systems
  • improving the way school buildings are maintained through longer-term maintenance planning
  • strengthening the processes used to evaluate asset management programs and highlighting areas for further development and improvement.

The report goes on to say that transforming the way buildings are maintained is of critical importance if the government is to reap the full benefits of its investment in rebuilding government schools. The department has researched sustainable approaches to maintenance planning and procurement and is testing these approaches through pilot applications.

Mr Pearson said that the department ‘needs to use this information to present a cohesive framework of relevant options to government so that it can make an informed choice about how renewed school buildings should be maintained’.

Dear Members and Stakeholders of the Central Ranges LLEN

With the confirmation of the renewal of the CRLLEN contract for a further three years, running from 2009-2011 and the imminent [August 28th] publication of our 2008-2011 Environmental Scan, we are now in a position to invite you to have your say on the strategic direction you wish to see post-compulsory [15-19 year olds] education and training take, across the Macedon, Mitchell and Murrindindi Shires in the next three years and beyond.

New Executive Board 2008-2009

KCLCThe new 2008-2009 Board of the Central Ranges LLEN met for the first time since the May Annual General Meeting at the vibrant and always busy Kyneton Community and Learning Centre.

Coordinator of the centre and newly elected board member to the ACE Category of the LLEN, Irene McKay, welcomed board members. It was noted that the centre offered a range of courses and activities, including health and well-being programs, art and craft, social activities, hobby and personal interest programs. Community services include Child Care, Volunteer programmes, no cost referral services as well as a new No Interest Loans Scheme [NILS].

As a registered training organisation, the Kyneton Community and Learning Centre is also able to play a pivotal role in ensuring the community is very well serviced and supported if anyone is seeking to renew or upgrade qualifications or re-connecting with learning. Education and Training courses offered at the centre include: Youth Pathways Program, Certificate IV in Training and Assessment, Certificate III in Aged Care and Home & Community Care, Certificate IV in Disability and Certificate IV in Lifestyle and Leisure plus a range of other literacy, food and information technology related programmes. An outstanding example of a well connected, high quality and highly responsive community and learning centre!

The Board for 2008-2009 conducted elections for office bearers for the following twelve months.

Mr. Andrew Hocking, Manager - Corporate Citizenship & Corporate Affairs of IBM Australia & New Zealand was re-elected un-opposed to the position of Chairperson.

Mr. John O'Meara, Principal of Yea High School was elected un-opposed to the position of Deputy Chair.

Murrindindi Shire Councillor, Cr. Leanne Pleash was elected un-opposed to the position of Treasurer.

Christine Cox, executive officer of the South West Goulburn Local Community Partnership and The Apprenticeship Factory, was elected un-opposed to the position of Secretary.

Retiring from an executive position of Deputy Chair and previous past Chairperson and founding member of the Central Ranges LLEN, Mr. Gerard Hard, Operations Manager for The Apprenticeship Factory, was recognised by the board for his outstanding and continuous commitment to improving outcomes for young people across the Central Ranges. Mr. Hard remains a non-executive member of the board.

Mr. Hocking, Chairperson of the board, also thanked all members and stakeholders for their work to date, pointing out that a new three year planning phase was well underway, with a contract for 2009-2011 ready to be signed in latter part of 2008. My Hocking invited all 180 + full members of the association to participate in any way they can in the upcoming consultations for the 2009-2011 Strategic plan.

AGM 2008 Results

Mr. Andrew Hocking, Chairperson of the Central Ranges Local Learning and Employment Network and Manager of IBM Australia’s, Corporate Citizenship & Corporate Affairs, conveyed the sincere congratulations of the Board and all 173 members of the Central Ranges LLEN , [covering the Macedon, Mitchell and Murrindindi Shires] to the Kilmore Hospital and Broadford Secondary College for winning the inaugural Trailblazer Award.

              Mr. Hocking said:

“At a time when national skills shortages and opportunities for our young people are at a premium, it is very encouraging to see wonderful partnerships being formed between local employers and local schools, providing high quality training and employment pathways”.

"This award and student scholarship recognizes a creative and innovative approach that has been a “trailblazer” in the local area and one which others can and will follow".

Trail Blazer AwardMr. Ben Hardman, Member for Seymour and Parliamentary Secretary for Agriculture, congratulated the Board of the Kilmore Hospital when making the award to  Amanda Edwards, Director of Nursing.

OnTrack Connect Underway for 2008

OnTrack

On Track Connect is underway again for 2008 and we are advising agencies and stakeholders that the identification of young people seeking further assistance has begun and will continue until late May.

During this time there may be young people who we determine [or request] need a referral to one or more agencies in the area.

On Track is an important Victorian Government initiative designed to ensure that Year 10 to 12 government and non-government school students are on a pathway to further education, training or employment after leaving school.  The Victorian Government launched On Track in 2003.

We will be sending you a small gift shortly. Thanks for your support!

Since "first light" on our web site on the 1st of July 2003, we have had 325 subscribers in five countries, contribute to over 1600 discussion items, publish hundreds of articles and stories, launched podcasts, run surveys, hosted websites for young people , created databases to share thousands of links and hundreds of reports and resources and even YouTube Videos, all designed to help our community better support the education and training options for young people moving from school to work or further education.

In July of 2003, we had two "unique" visits.

In October of 2005, after launching a podcast with Prof. Howard Gardner, our servers crashed as we ran out of bandwidth trying to cope with the simultaneous number of downloads!

In February 2008 we had just over 4000 unique visitors, viewing thousands and thousands of pages.

Our most viewed page is surprisingly one that was only added to the site on the 12th of December last year, but already it has been loaded 14, 940 times in less than 100 days! That's averaging almost 150 times a day, every day! Have you looked at it yet?

We hope and encourage all our 173 association members and 325 web subscribers to continue to use this as a resource, meeting place and sharing point!

A new neighbourhood to start 2008

The Board of the Central Ranges LLEN met for the first time in 2008 today and was the guest of John Flanagan [Principal] and Gisborne Secondary College.

The board was delighted to be briefed on the work of Gisborne Secondary College's "Learning Neighbourhood" programme.

The board meeting occured in one of the newly designed and built "Learning Neighbourhoods". A very impressive improvement on what many board members remember a classroom to look like!!

These "Learning Neighbourhoods" are visually defined by new state-of the art school buildings with outstanding facilities to support student learning. Each neighbourhood provides a nurturing environment that fosters positive interactions with peers, teachers, and the entire learning community.

The re-designed Curriculum incorporates a change in teaching and learning strategies to provide a dynamic learning environment that incorporates innovation and best practice in education.

John pointed out that Gisborne SC was in the early stages and provided an open invitation to CRLLEN Board members and CRLLEN schools to consider visiting and touring the facility.

Many CRLLEN members may remember this was the basis of one of the presentations at the Future Minds Forum in July of 2007.

The Board is very grateful to John for providing this insight in to what is undoubtedly an ambitious project.

In other business, the board was pleased to confirm the 2007 Annual Report to the Victorian Skills Commission. The board also received a series of reports outlining positive progress in the engagement and retention of young people in education and training alternatives across the Macedon, Mitchell and Murrindindi Shires. All reports, the stakeholder survey and financial audit will be made available to all LLEN members at the Annual General Meeting scheduled for Monday 12th May.

On behalf of the members and communities served by the Central Ranges LLEN, we have provided each of the Candidates contesting the federal electorates of McEwen and Bendigo in the upcoming federal election with the opportunity to respond to our survey regarding their plans for education, training and employment provision for young people within the McEwen and Bendigo electorates.

We submitted a series of questions to them on November 8th 2007 and followed up on Friday 16th of November.

McEwen Candidates - Great Debate

An outstanding opportunity is being provided for the residents of the McEwen electorate by the "Seymour We Want" Committee Inc.

The "Great Debate" will be held next Monday on the 19th November 2007 at 7.00pm at GOTAFE, Wallis St., Seymour.

Five Federal Candidates for the seat of McEwen have now confirmed their attendance. They are:- The Hon. Fran Bailey (Liberal) Sitting Member, Rob Mitchell (Labor), Steve Meacher (Greens), David Scott Kane ( Democrats) and Doug Mitchell (CEC) candidate for Aston standing in for Rod McLennan

It promises to be an interesting night.

The event will be taped so a 'gold coin' donation to cover the extra cost would be appreciated. Each Candidate will talk for five minutes then there will be ten minutes for questions. Afterwards, tea and coffee and light finger food will be served, kindly donated by 'Greater Seymour Chamber of Commerce' Seymour Business and Tourism" Inc.

Education is a journey where learning, questioning and expanding your understanding of the world enriches your life and gives you the skills to become a well-informed and productive member of the community.

The Board of the Central Ranges LLEN, in partnership with Deakin University and supported by the South West Goulburn Local Community Partnership, hosted the "Can My Wallett Afford It?" information session last night in Seymour.

Almost 40 people [some travelling for over 80 Kilometres], came from Broadford, Euroa, Seymour, Alexandra, Yea and beyond to attend a free-of-charge, 90 minute workshop that provided answers to a range of questions about the costs and requirements associated with University.

Students and their families had access to Professor Rob Wallis, Pro Vice-Chancellor [Rural and Regional] and Mr. Vince Callaghan First Year at Deakin facilitator and spokesperson on student financial issues for the Student Financial Advisers Network of Australia

A university/tertiary education can provide many opportunities, particularly those related to employment.

We also know that country/regional students are more than twice as likely as their Melbourne peers to defer higher education, and increasingly blame their decision on the growing cost of university life.

One in six school graduates from regional Victoria who won a university spot this year chose not to enrol, compared with just one in 15 from Melbourne, a statewide phone survey found.

Results of Annual General Meeting 2007

ChairpersonThe Board of Directors of the Central Ranges Local Learning and Employment Network Inc. [CRLLEN] wishes to advise that its Annual General Meeting for 2007 was held today at the Lancemore Hill Conference Centre, Kilmore-Lancefield Road, Kilmore.

Prior to the meeting all association members received a full Annual General Meeting information pack in the mail.

Just on forty CRLLEN members gathered in the Lancemore Hill conference centre to share ideas and information relating to the work they do to support young people make the transition from school to work or further education.

Mr. Geoff Barrett, Chairperson of the Board, chaired the meeting.

In his report to members, Geoff noted that "since becoming Chair in mid 2006, I have appreciated the volume and complexity of work done by all involved much more fully".

Geoff made special mention of the immediate past Chair, Gerard Hard, who, he said, "provided sound leadership and worked very effectively with the rest of the executive, especially our Chief Executive Officer, Bill Coppinger. Like Gerard, retiring Secretary, Christine Cox and Treasurer Mary McGillian, have been involved since the formulation of the LLEN. On behalf of the Board, our thanks to each of you for your huge volume of effective work in your executive roles."

The ordinary business of the general meeting was to ˆ

Group

  • confirm the minutes of the previous Annual General Meeting and any other general meeting held since that meeting;
  • receive from the Committee reports upon the transactions of the Association during the preceding Financial Year;
  • appoint an auditor of the Association for the year: and
  • receive and consider the statement submitted by the association in accordance with section 30[3] of the act.

The Board of the Central Ranges Local Learning and Employment Network and its partners, takes great pleasure in extending a warm invitation to our "Future Minds" International Forum on Friday July 6th 2007 with Professor Howard Gardner from Harvard University.

Since an historic meeting of all school councils in the Central Ranges region in April of 2005, and then our "Three Pillars" Industry Forum and Annual General Meeting, we have been working in a partnership with local schools, the Department of Education and local business and community members to consider new ways to structure post-compulsory education and training, new roles and partnerships for business and community stakeholders and specifically, new opportunities for young people and the communities in which they live.

Wallans SC, Gisborne SC, Kyneton SC, St. Mary's P-10, Alexandra SC, Assumption College, Braemar College, Broadford SC, Sacred Heart Kyneton, Seymour THS, Yea HS

This will require a review and reform of many of our existing structures and practices and we invite teachers, trainers, business owners, parents, students and community leaders to join us in planning for the future.

Professor Gardner, from Harvard University has agreed to spend two days in Victoria as the exclusive guest of the Board of the Central Ranges LLEN in partnership with the Department of Education's Hume and Loddon Mallee regional offices, The Department of Education, and our member schools from across the LLEN region.

Prof. Howard GardnerProfessor Gardner is the John H. and Elisabeth A. Hobbs Professor of Cognition and Education at the Harvard Graduate School of Education.  The author of over twenty books translated into twenty-two languages, and several hundred articles, Gardner is best known in educational circles for his theory of multiple intelligences. He also holds positions as Adjunct Professor of Psychology at Harvard University and Senior Director of Harvard Project Zero.

Howard has received honorary degrees from twenty-one colleges and universities, including institutions in Ireland, Italy and Israel. In 2004 he was named an Honorary Professor at East China Normal University in Shanghai.

In 2005 he was selected by Foreign Policy and Prospect magazines as one of 100 most influential public intellectuals in the world.

A team of principals from State, Catholic and Independent schools in our region, along with the Hume and Loddon Mallee Regional Offices, have partnered with the LLEN and have been working to convene this outstanding opportunity.

This is a"once in a decade" opportunity and not to be missed.

Our programme will include senior educators from across the State, Catholic and Independent school systems in Victoria, as well as many practising teachers and some of their students, providing an honest and practical insight in to the challenges and opportunities facing those wishing to prepare young people for a rapidly changing and complex world.

Some of the very practical questions this forum will consider includes:

  • What is intelligence?
  • How do people learn?
  • What should be taught?
  • How should it be taught?
  • What structures and methods are required to prepare young people for the future?
  • What role do Business, Industry and the community play in the learning and community institutions of the future?

CRLLEN Board completes Governance Workshop

The Board of Directors of the Central Ranges Local Learning and Employment Network Inc met in the beautiful and newly upgraded facilities of the Kinglake Ranges Neighbourhood House [congratulations to all involved!] and conducted its biennial Governance training this morning, Wednesday 16th of August, with the assistance of Mr. Steve Bowman from Lifemastery Pty Ltd.

The LLEN Board also invited members from governing boards of neighborhood houses across the region and members of the Murrindindi Regional Tourism Board to take advantage of this highly valuable training opportunity.

Office Bearers Finalised

The Board of the Central Ranges Local Learning and Employment Network is pleased to announce confirmation of the office bearers for the 2006-2007 year.

The Board conducted a phone conference of Directors this morning, Friday July 14th 2006, to finalise these positions.

Mr. Gerard Hard, outgoing Chairperson and Regional Manager of the Apprenticeship Factory, sincerely thanked the new Board for their commitment to the support of young people across the Macedon, Mitchell and Murrindindi Shires and said he was pleased to step aside from the Chair's position, with the work of the LLEN being in such good hands with the new board. Gerard indicated he would remain an active Board member.

Mr. Geoff Barrett, a foundation member of the Central Ranges LLEN and Macedon Ranges Shire resident, has been elected unopposed to the position of Chairperson.

Mr. Barrett paid particular thanks to Gerard Hard for his leadership and support of the LLEN since its inception and congratulated him on setting such a standard for all to follow.

Geoff thanked the Board for the honour bestowed on him and made a commitment to continue the positive and important work of supporting young people and their local communities. Geoff welcomed new Board members and particularly the new elected Board office bearers.

New Board Meets June 13th 2006

The newly elected board of 2006-2007 met for the very first time on Tuesday the 13th of June, at Assumption College Kilmore.

We would like to welcome all Board members to the Central Ranges Local Learning and Employment Network and thank them for the commitment they have made to support and improve outcomes for young people across our district.

In particular we would like to welcome first-time Directors. These people are:

Mr.John O'Meara - Yea High School

All Board positions are yet to be filled, as we await nominations from the Macedon Ranges Shire Sub-Committee. Once this is complete, office bearers will be elected. We will advise all registered members of the association of the final Board membership in the coming weeks.

Acting in place of outgoing Chairperson, Gerard Hard, Deputy Chairperson Mike Dalmau welcomed and introduced the Member for Seymour, Mr. Ben Hardman and Murrindindi Mayor Lyn Gunter to the LLEN members.

Also in attendance were Murrindindi Councillor Leanne Pleash and Mitchell Shire Councillor Donna Allen.

Just on fifty CRLLEN members [almost half of our membership] gathered in the dining room of Flowerdale Estate to listen to our keynote speaker for the morning, Professor. Johanna Wyn.

Professor Wyn is the Director and Head of Department of the Australian Youth Research Centre, based at the University of Melbourne.

Young People have their say to Parliament!

Parliament of VictoriaThe Rural and Regional Services and Development Committee are specifically interested in hearing from younger Victorians about their views on living in rural towns and communities.

The Central Ranges LLEN will be making a submission to the Committee next week in Alexandra.

If you have a personal story to tell, and ideas about what the State Government can do to improve the opportunities of young Victorians in rural towns and communities, the Committee would like to hear your views on topics like:

  • Did you grow up in rural Victoria?
  • Did you leave for work or study purposes?
  • Are you planning to leave or return to country Victoria?
  • What would influence your return to the country?
  • What's the best thing about country life?
  • What would you change about country life?
  • Who do you talk to about rural living?

You can:

A Nano for a Survey...

iPod Size Comaprison

Congratulations to Sharon desLandes and John Flannagan, you have both won an Apple iPod Nano for completing and returning the Members and Stakeholder Survey 2005/2006.

As of the time of writing, 21% of all surveys have been returned. This is an excellent result.

Thank you to all those that have completed the survey and we encourage anyone who has yet to return it to do so in the postage-paid envelope supplied.

We take very seriously the feedback and suggestions of our members and partners. A full report of the survey will be made available online and as part of the Annual Report for 2005.

CRLLEN Board Says Thankyou and Goodluck!

Presentation to Fons van RooiiThe Clonbinane Valley was the setting for the final Board meeting of 2005. The board hosted a number of guests and partners from 2005 and took the opportunity to thank personally those that are leaving the Central Ranges LLEN area for new experiences.

The Chairperson of the Board, Mr Gerard Hard, Area Manager for the Apprenticeship Factory, made the first presentation of the morning to Brother Fons van Rooii, retiring Principal of Assumption College Kilmore. Gerard congratulated Br. Fons on his tireless work to support improving the number of pathways for all students in the district and recognised Fons as one of the early initiators of the original planning for the LLEN.

The board unanimously expressed its gratitude for the leadership and support Br. Fons has provided to the Presentation to Deb Wiesenekkercommunity over many years. We wish him well in his new endeavours.

The second person to be recognised by the board for their high quality contribution to improving the outcomes of young people across the district was Deborah Wiesenekker from Broadford Secondary College. Deborah is leaving the district to take up a position as Deputy Principal of Castlemaine Secondary College. Gerard Hard paid tribute to the work and support Deborah has put in for colleagues across the VET and Careers networks and noted a student from Broadford having just won a national Vocational Education prize. We wish Deborah well in her new position.

Dick Phillips, Senior Policy Officer for the Department of Education and Training was also awarded a Board Dick Phillips presentationCommendation for his work and high quality support of both the Board and the Chief Executive Officer over the last three years. Merilyn Gander from the Hume region was also awarded a Board Commendation in recognition of her high quality support of programmes designed to support many of the disengaged students across the southern end of the Hume Region.

The Board also expressed it sincere gratitude to Nicki Hollamby, office manager for the LLEN. Nicki is off on leave in the next few days and will be marrying her partner just prior to Christmas. Presentation to Nicki Hollamby

 

The Board thanked Nicki for her tireless support of both the Board and Chief Executive Officer. We wish Nicki well for the coming weeks! Congratulations Nicki!

The Board also took the opportunity to briefly welcome the new Principal of Wallan Secondary College, Wendy GroupCaramarco to the district and looks forward to working with the burgeoning college over the coming years.

 

 

 

The Board hopes to hold its first meeting in Wallan in 2006!

Enterprising Youth Meet CRLLEN Board

Board Meeting 1The Board of the Central Ranges Local Learning and Employment Network had the pleasure of meeting with representatives of the Macedon Ranges Community-Based VCAL project today in Wallan, during the scheduled October Board meeting.

The Board also welcomed Alice Solomon as a new director, representing Koorie communities. Welcome Alice!

Representing the Macedon Ranges community-based project was Marcia McGrath, co-ordinator of the project and three students, Zoe, Ben and Rory.

The board was privileged to hear about the work of the student's company "CRYAMBA" and their winning achievements as part of the Young Achievement Australia Trade Expo's in Geelong and Melbourne.

Thriving! Not Just Surviving

Thriving, not Just Surviving ReportThe Central Ranges Local Learning and Employment Network sees many synergies in the work of the Lower Hume Primary Care Partnership and proudly supported the Thriving! Not just surviving conference.

Strategic planning at both the local government and cross catchment level highlighted the need to build the community’s capacity to become an active participant in their health and wellbeing.

It was established that the best way to achieve this aim was to enhance the ability of community groups within the Shires of Mitchell and Murrindindi to become participants in the development of strategies and activities that improved their health and wellbeing.

New Board meets in Yea

New Board

The new board of the Central Ranges Local Learning and Employment Network met for the first time since the May 13th Annual General Meeting at the Shire Offices in Yea today.

The board is pleased to report the highest level of representation the board has seen to date, with seventeen confirmed Directors and the likelihood of a full compliment of 20 Directors being confirmed by the August board meeting.

Of particular note is the solid support of the LGA based structure that encourages representation of a geographic area.

VLESC Chair Meets 11 School Councils

School Councils meet for Region's Youth.

Rowena Allen, Gerard Hard, Peter ThomasOn Tuesday night the 26th of April, almost 60 people representing 11 School communities and their college's council or governing board, met with the Chairperson of the Victorian Learning and Employment Skills Commission [VLESC], Mr. Peter Thomas, at a dinner forum hosted by the Central Ranges Local Learning and Employment Network at the outstanding Lancemore Hill Conference Centre.

Also in attendance was VLESC Commissioner Rowena Allen and President of the Association of Victorian School Councils, Mr. Stephen Franzi-Ford.

Mr. Gerard Hard, Chairperson of the CRLLEN Board, welcomed the assembled School Principals, School Council Presidents and councillors from Local Governments in the Macedon, Mitchell and Murrindindi Shires.

Mr. Hard pointed out how gratifying it was to see such representation from all sectors of the schools across the LLEN area.

The Board of Directors of the Central Ranges Local Learning and Employment Network Inc. [CRLLEN] wishes to advise that its combined Annual General Meeting and a members breakfast forum for 2005 will be held at

07:00am – 9:30am Friday May 13th at the Seymour Campus of the Goulburn Ovens TAFE, Wallis Street. Seymour.

We have assembled an international panel of experts to consider and debate the theme of  "The Three Pillars" - Education, Business & Community. We want to consider new structures and frameworks that will support the transition of young people into work and further education and how this can support the development of healthy communities.

Our keynote speaker for the morning [via video conference] is Dr. Howard Gardner.

Howard is the John H. and Elisabeth A. Hobbs Professor of Cognition and Education at the Harvard Graduate School of Education.  The author of over twenty books translated into twenty-two languages, and several hundred articles, Gardner is best known in educational circles for his theory of multiple intelligences.

Chairing the panel will be Dr. Dahle Suggett, Deputy Secretary of the Office of Teaching and Learning, DE&T. Dr. Suggett has responsibility for Victorian government policy and strategy for learning and teaching in the school and vocational education and training sectors.

Panel members will include;

  • Dr. John Prince, Community Partnerships, Transfield Services
  • Mr. Howard Kelly [Ret. General Manager of Post Compulsory Pathways Division]
  • Mr. Andrew Hocking, Corporate Community Relations, IBM Australia.

Kyneton Hosts Board Meeting

Kyneton Board Meeting

The Board of the Central Ranges Local Learning and Employment Network met today in the wonderful surrounds of the Old Kyneton Town Hall, in Kyneton.

The Board was presented with the final financial audits and programme reports for the 2004 year and confirmed the plans for 2005.

It was noted that this would be the final Board meeting of the current 2004-2005 Board, prior to elections at the Annual General Meeting on May 13th in Seymour.

 

Planning is well underway for the Annual General Meeting, which this year will include a members breakfast forum, featuring Dr. Howard Gardner, from Harvard University as our key-note speaker. Registrations will open shortly for members and their guests.

Kyneton Board Meeting 2

Concluding the meeting, the Chaiperson, Mr. Gerard Hard was able to thank Michelle, a student participating in the Macedon Ranges Shire Community VCAL project, for her contribution to the Members and Industry Forum in December 2004. Michelle addressed the gathering of some 120 members and guests, outlining the importance of the VCAL project and the work of community agencies within the Macedon Ranges Shire.

 

On behalf of the Members and Directors of the LLEN, Michelle was presented with an iPod digital music player.

We understand that Michelle will be able to listen to music on the way to her new job!

120 Gather for Members-Industry Forum

Almost 120 members and guests of the Central Ranges LLEN and Goulburn-Seymour LCP, gathered on Thursday December 9th at the Trawool Valley Resort for the Second Annual Members and Industry Forum.

The night included presentations from the Federal Government's Local Community Partnership coordinator Christine Cox, Seventeen-year old student Michelle Walters provided an inspiring insight in to how coordinated community action can support the re-engagement of young people in to education and training pathways, Mr. Glen Irvine outlined an innovative alliance between 10 schools across three shires and Dr.John Prince provided a forceful and innovative explanation as to why our large business partner, Transfield Services Ltd, sees value in community-business partnerships, reflecting on their operations across Australia.

The evening received exceptional patronage from members their guests and industry representatives.

Chairperson, Gerard Hard, pointed out that if anyone needed to consider the impact the work of the CRLLEN board was having, then it was clear in the fact that a venue such as Trawool Resort could be filled to capacity on a wet mid-week night!

Scared Weird Little Guys

All participants were rewarded with what can only be described as one of the most hilarious and entertaining performances by the Scared Weird Little Guys!

Annual Forum 2004 - Booked Out!

Central Ranges LLENBookings for our joint Annual Members and Industry Forum on Thursday 9th of December at Trawool Valley Resort, Trawool, have now closed and all available places have been filled.

We have established a waiting list of members and guests and will advise individual members of availability if or when a cancellation occurs. We do apologize for any inconvenience, but have advised members that places were limited and to book early.

Please be advised that one of our two planned Key-Note speakers, Professor Gustav Nossal, is unavailable for the evening.

Our other Key-Note Speaker, Dr. John Prince from Transfield Services Ltd is confirmed.

We have secured an equally inspiring presenter to replace Sir Gustav, a young person who will provide a rare insight in to the challenges and opportunities that face young people in our community and the importance of business and community organisations working together.

The CRLLEN will also be announcing three major initiatives for 2005-2008.

CRLLEN Board meets in Mt.Macedon

Braemar House

In keeping with its commitment to move throughout the communities in which it works, the Board of the Central Ranges Local Learning and Employment Network met today, Wednesday 20th October as the guests of Braemar College. and Nola Spencer, Director of Vocational Programmes.

 

The October meeting of the Board was held within the surrounds of Jackson Hall, within Braemar House. Discussions during the course of the meeting included expanding links to the Braemar College community [with a student population of over 700] and supporting plans for a joint industry/community forum in 2005.

Board members also heard from the Macedon Ranges LLEN project manager, Ms. Kylie Ward, outlining the outstanding progress of the Community Based VCAL programme operating within the shire.

The board also heard of plans for a large community/business forum in Gisborne in November, being hosted by Gisborne Secondary College.

The final board meeting, including an expanded members forum was scheduled for Thursday December the 9th at Trawool Valley Conference Centre, Trawool.

Candidates Corner - 2004

On behalf of the members and communities served by the Central Ranges LLEN, we have asked each of the Candidates contesting the federal electorates of McEwen and Bendigo in the upcoming federal election to respond to a series of questions submitted to them on Monday September 20th.

CRLLEN meets State Cabinet

Chairperson of the CRLLEN, Mr. Gerard Hard and Chief Executive Officer, Bill Coppinger, met with members of the Victorian State Cabinet as part of the Murrindindi Community Cabinet in Murrindindi Shire yesterday.

Mr. Hard met with Minister for Education Services and Minister for Employment and Youth Affairs, The Honourable Jacinta Allen, as part of a Youth Forum Held at the Alexandra Secondary College.

The CRLLEN Executive Officer participated in the Business Forum hosted by State Treasurer , The Honourable John Brumby. Also attending were Minister for Agriculture, The Honourable Bob Cameron and Minister for Energy Industries & Resources, The Honourable Theo Theophanous. Industry representatives from Aquaculture, Forestry, Farming, Hospitality, Tourism and Retail and Transport were among many to share their issues with the Ministers. Access to skills, training and telecommunications were high on the agenda.

The CRLLEN Executive were also fortunate to be represented at the State Cabinet Reception that evening at Marylands House, Marysville. Both the Chair and Chief Executive were able to speak at length with The Premier, The Honourable Steve Bracks, Minister for Education and Training, The Honourable Lyn Kosky and key Departmental Executives on a range of issues effecting communities across the entire LLEN.

Also in attendance was the Member for Seymour, Mr. Ben Hardman and Member for the Central Highlands, Mr. Robert Mitchell.

Mayor of Murrindindi, Councillor Mike Dalmau, was congratulated by the Premier for a constructive, informative and very well presented day, showcasing the benefits and highlighting the issues facing the Murrindindi communities.

New Board Members welcomed!

In Wallan today, the Central Ranges Local Learning and Employment Network confirmed and welcomed four new members to its board of directors. Welcome to Selvi Kannan, Ian Julian, Mike Dalmau and David Hall.

With much regret, the Board also accepted the resignation of Mr. Rob Hine, current Chairperson. Rob has moved interstate. The Board duly elected Mr. Gerard Hard [Area Manager for 'The Factory', Seymour] as the new chairperson. On behalf of the board and all members, Gerard extended a formal, sincere and public thank you to Rob Hine for his work and dedication not only to the LLEN, but to the broader communities across the LLEN over a long and distinguished career in Education. Victoria's loss is South Australia's gain!

Elected to the new executive position of Deputy Chair, was Anne McLennan, Director of Community Services, Macedon Ranges Shire. Elected to the position of Treasurer was Mary McGillian, head of Campus, Goulburn Ovens Institute of TAFE, Seymour.

Federal Ministers meet CRLLEN Business Forum

CRLLEN LogoThe Honourable Dr. Brendan Nelson, Minister for Education, Science and Training, and The Honourable Fran Bailey, the Minister for Employment Services, Minister assisting the Minister for Defence and federal Member for McEwen, joined over seventy [70] business guests, LLEN and community members at a community-business breakfast forum, this morning, Wednesday 28th July 2004 at the Seymour Campus of the Goulburn Ovens TAFE.

 

 

The role of the business forums is to facilitate open discussions about the issues effecting local communities, local economies and the educational outcomes of young people. It is an opportunity for local business and industry representatives to inform the planning of the CRLLEN.

 

Attendees gathered from across the shires of Macedon, Mitchell and Murrindindi, as well as guests from as far-a-field as Shepparton, Bendigo, Benalla and Melbourne.

The Honourable Fran Bailey, Minister for Employment Services, Minister assisting the Minister for Defence and federal Member for McEwen officially welcomed Minister Nelson to the forum recalling that this was his second visit to the Seymour and Mitchell district after opening the Australian Lighthorse Memorial Park in April 2001.

Minister Bailey welcomed Mayor Sue Marstaeller and Councilors Bill Melbourne and Faye Ure from Mitchell Shire, Mayor Mike Dalmau from Murrindindi Shire, Mr. Ben Hardman, Member for Seymour and Chief Executive Officer's Danny Hogan from Murrindindi Shire and Gary Cecil from Mitchell Shire. Mayor John Connor from Macedon Ranges Shire was an apology due to commitments for a Shire planning day

Minister Bailey congratulated the community for staging the forum and looked forward to enjoying the morning. This is also one of the first opportunities the Federal Member for McEwen has had to address an audience in her new role as Employment Services Minister and Minister assisting the Minister for Defence.

Transfield Partnership Wins PM's Award!!

Minister Patterson Announces Award Senator, The Honourable Kay Patterson, The Minister for Family and Community Services, today congratulated Transfield Services (Australia) and Central Ranges Local Learning and Employment Network for winning the Prime Minister's Community Business Partnership Large Business Encouragement Award, for their Puckapunyal and Districts Community Partnership Program, which is designed to address critical local issues including infrastructure, youth migration and skills training for young people.

'All these award winners are a powerful demonstration of the multiple community benefits created by business and community sectors working together and combining their talents and resources,' Senator Patterson said speaking at the statewide presentation in the Zinc Federation Square, Melbourne.

Peter Watson launches the programLaunched in November 2003 at the Puckapunyal Army Base by Mr. Peter Watson, Chief Executive Officer of Transfield Services, the initiative is designed to incorporate a range of approaches and partnerships within the Puckapunyal community and surrounding Seymour District


The partners agree that the focus will remain on what we call the ‘skill footprint’. These are activities that focus on improving the skills of those within our community and the longer-term sustainability of our towns and district.

Of course no one project can achieve this alone, but already we believe we have raised a set of new standards and expectations within our community, that go beyond this one, albeit significant, project.

Federal Opposition Leader meets CRLLEN Partners

Mark Latham meets community membersMr. Mark Latham, Leader of the Federal Opposition, joined over forty representatives of local businesses and community agencies [and nearly as many national media!] from across the Macedon, Mitchell and Murrindindi shires for an informal morning tea at 'Cafe-NetGen' in Seymour on Tuesday morning.

The focus of Mr. Latham's visit was to meet directly with young people working to re-connect with education and training opportunities via the innovative community-based VCAL project and hear from a range of community members advocating on behalf of young people in rural and regional areas.

Mr. Latham spent almost an hour with members of the community discussing a range of issues impacting on their abilities to gain access to improved education and training opportunities.

CEO of the CRLLEN, Bill Coppinger, took the opportunity to stress to Mr.Latham that severe pockets of disadvantage in rural and regional areas will not be assisted by a 'one-size fits all' approach to funding. Mr.Coppinger suggested that both State and Federal Governments needed to better synchronize their efforts, with a focus on 'place-based' and 'needs-based' funding that also took account of the needs of the individual and encouraged agencies and government departments to co-operate at a local level.

Mark Latham is presented with CRLLEN youth research On behalf of the members and Board of Directors of the CRLLEN, Mr.Latham was presented with the first evaluation report of the Seymour Community-based VCAL project, entitled 'A New Signpost at the Crossing Place'.

Mr. Latham responded to the challenges put to him by community members by explaining Labor's 'Youth Commitment - 'Learn or Earn'.


The key elements of this policy are:


  • No TAFE fees for secondary school students
  • New support to keep 15,000 more 15-18 year olds at school each year
  • 1,080 Training Mentors to make sure young people stay at school or move into a full-time job or further training
  • 7,500 extra TAFE places for 15-18 year olds each year
  • 7,500 extra apprenticeships for 15-18 year olds each year
  • A Jobs Gateway to target 10,000 early school leavers each year and provide them with a job and up to two years of specialised training
  • Intensive help to reconnect homeless and disadvantaged youth into education, training or employment.

Mr. Latham was also able to meet with representatives from agencies and community groups working with young people from across the three shires and indicated as he left that he had learnt a lot and was inspired by the dedication of the people he had met.

The Transfield Services-CRLLEN Community-Business partnership project has been nominated for one of the Prime Minister's awards.

The aim of the Transfield-CRLLEN Community Business partnership is to pursue a high skills or skills footprint approach for the Puckapunyal and Seymour communities. The focus on the partnership is to develop meaningful and longer-term relationships between education, business and community that will assist in growing and sustaining healthy communities

The Prime Minister's Community Business Partnership awards is comprised of a group of prominent Australians from the community and business sectors, appointed by the Prime Minister in 1999 to advise and assist the Government on issues concerning community business collaboration.

The Partnership operates on the premise that communities are stronger and more cohesive when individuals, not-for-profit organisations, governments and business all work together; each offering its own set of unique skills.

Key initiatives of the Partnerships include:

  • National Community Business Partnerships Week (Partnerships Week)
  • The Prime Minister?s Awards for Excellence in Community Business Partnership
  • National Community Business Partnerships Brokerage Service

Partnerships week in Melbourne runs from July 19-23. The Community Business Day - Melbourne will be held on Wednesday 21 July.

NAIDOC Week 4 -11 July.

All Australians are invited to join in celebrations for NAIDOC Week 2004 from Sunday 4th July through to Sunday 11th July.

This year's national theme is Self- Determination - Our Community - Our Future - Our Responsibility with the national focus in Perth.

NAIDOC week is a way of celebrating and promoting a greater understanding of Aboriginal and Torres Strait Islander peoples and our culture. From Alice Springs to Adelaide, Canberra to Cairns or from Brisbane to Broome, communities throughout the country come together to celebrate the survival of Aboriginal peoples, the continuation of Aboriginal culture and to also demonstrate the contribution that Indigenous Australians have made to our nation.

Education system fails Goulburn Valley's indigenous students

Indigenous educational outcomes in the Goulburn Valley region of Victoria are very poor compared with regional, state or national averages according to a new University of Melbourne study.

The study by Dr Katrina Alford, a Senior Research Fellow in the School of Population Health, is to be published in the International Journal of Learning (Denying Aboriginal Identity in South-East Australia: the failure of the assimilation model in schools. Volume 10, 2003-04).

New Board meets in Alexandra

The newly elected board of the Central Ranges LLEN will meet in Alexandra today between 1 and 3pm. Board members were elected at the Annual General Meeting in Seymour on Friday May 14th.

A number of vacant positions exist on the board and all community newspapers are carrying an invitation for interested people to nominate.

2004 Draft Environmental Scan Published

The 2004 Draft Environmental Scan is published and will shortly be distributed to all members and key business and community partners across the three shires.

Final consultation and feedback is being collected, prior to a formal launch in June or July this year.
