Concern over cuts to VCAL Co-ordination funding

LLENS are concerned over negative implications of the withdrawal of VCAL coordination funding.

The Central Ranges Local Learning and Employment Network is concerned that the axing of funds for VCAL program coordination will hinder the education options of local students. Skills Minister Peter Hall has flagged that $12 million set aside for schools to co-ordinate the Victorian Certificate of Applied Learning [VCAL] program would be axed as the purpose of the cash roll-out was redundant.

CEO of the Central Ranges LLEN Boyd Maplestone said this was based on the notion that the program was now established, had gained some stability and did not require coordination funding.

However, Mr Maplestone said the program required more funding, not less, and that the withdrawal of the planned $12 million would have negative implications for students in the Central Ranges region.

Although VCAL is now an established part of the provision of senior secondary education in Victoria, with 70 per cent of government schools delivering VCAL programs, it is still very labour intensive and if anything, requires additional funding, not less. Mr Maplestone said.

VCAL is a great option for students who are interested in trades and is an alternative pathway to the more academic VCE in senior school. Over the past eight years it has grown in popularity and in credibility,≈ he said.

In 2006 there were about 8,600 students enrolled in VCAL courses offered by 280 government providers, in 2010 12,386 were enrolled with 281 government providers. In total, including the non government sector, 2006 enrolments were 12,386 with 401 providers, and in 2010, 18,748 with 429 providers.

Mr Maplestone said this increase was reflected in the Central Ranges region where the VCAL program had prepared hundreds of students for the workforce. There has been a 105% increase in VCAL enrolments across the Central Ranges since 2003. This decision will also impact on satellite VCAL programs such Kyneton Community Based VCAL which has successfully supported 106 of the most vulnerable young people in the community in completing VCAL courses.

Our VCAL teachers say that each year is different, and that coordination capacity is critical to success of our students and the continuity of the program, he said.

It is already a program that challenges schools to be creative, flexible and link strongly with the needs of employers. The program increases options for our young people, provides a more hands-on learning that addresses the needs of business and industry with a workplace learning component. In this age of skill shortages and an ageing population, why would we withdraw support for this?

Victoria currently has the highest Year 12 attainment by age 20-24 years of any state in Australia and is the only state to offer the Certificate of Applied Learning (see ABS Education & Work).

Survey: Community Organisations - Parental Engagement Programs

The Central Ranges LLEN is surveying the Parental Engagement Programs Community Organisations deliver across the Shires of Murrindindi, Mitchell and Macedon Ranges.

    WELCOME - MACEDON RANGES PARTNERSHIP BROKER - NEW ROLE

    Barb Ashworth

    The Central Ranges LLEN would like to welcome its newest member of the team, Barb Ashworth as the Macedon Ranges Partnership Broker.

    Barb has taken up this newly created role at the Central Ranges LLEN 2 days a week (0.4 FTE). The position will be based in Kyneton at the Macedon Ranges Shire Offices.

    The CRLLEN would like to thank Macedon Ranges Shire for their support in providing an office, computer and phone facilities for Barb, a great opportunity for the CRLLEN and Shire to work closer together to facilitate further partnership opportunities for local young people.

    Barb will be facilitating and supporting networks in the Macedon Ranges including the PCPC Network (Pathways, Careers & VET teachers), the Macedon Ranges Employment & Training Network and assisting in the establishment of a Macedon Ranges VET Cluster - which could provide the basis of a Trade Training Application.

    Barb will be working with TAFE's, Registered Training Organisations, Adult Community Education and Community Organisations to facilitate and support Alternative Education programs for our most vulnerable young people. She will also facilitate opportunities with Industry throughout our networks to engage with local young people.

    Barb comes to the Central Ranges LLEN with high level of skill and many years experience, including Leadership roles in Loddon Mallee schools, developing VET & VCAL programs with Kyneton Secondary College and more recently with Bendigo TAFE assisting its Castlemaine VCAL program as well as her experience in the Loddon Mallee community supporting community arts and literary programs.

    Barb is a valuable asset to the Central Ranges LLEN team and I hope you all make her welcome in this new role as she looks forward to working with Stakeholders in the Macedon Ranges again.

    Update - 2010 Annual General Meeting

    Group AwardsThe Central Ranges Local Learning and Employment Network Incorporated, [CRLLEN Inc.] conducted its [8th] Annual General Meeting on Tuesday the 11th May at Trackside, Kilmore. 

    Members and stakeholders were informed of the key achievements and partnerships in 2009 and an outline of the strategic Goals over the next 3 and half years   

    Our Guest Speaker Doreen Power Chief Executive Officer of Seymour District Memorial Hospital outlined the steps in creating an environment that provides excellent training and pathways opportunities for young people in our local businesses.

    The Central Ranges LLEN also recognised outstanding achievement and leadership with its annual Trailblazer Award.  

    This year two school Co-ordinators: Carol Fisher (Assumption Kilmore College) and John Horley (Gisborne Secondary College) received a Trailblazer Award.

    The role of the Central Ranges LLEN is to facilitate and support the development of local, sustainable and meaningful partnerships in education and training that will lead to opportunities for young people.  To assist in our planning for 2010 and beyond the Central Ranges LLEN invites you to participate in one of three Stakeholder Engagement Workshops to be held in in the first week of March.

    Welcome to the New Partnership Broker

    Hello, my name is Sharon Kerlin, and I have recently commenced in the new position of Partnership Broker with Central Ranges LLEN. 

    Sharon Kerllin

    My role is to work with key stakeholders in education, industry, community organisations and parents to broker partnerships that improve education, training and employment outcomes for young people aged 10-19.   

    Having completed my undergraduate degree in Business Management, I was employed a Training Officer with YMCA Victoria where I was responsible for co-ordinating a range of accredited and non-accreditated training programs. 

    After 2 and a half years with the YMCA I took up a position as an Australian Apprenticeships Field Consultant with VECCI Apprenticeship Services, where I was responsible for promoting traineeships and apprenticeships across a wide of industries in the North Western region of Melbourne.

    At the end of 2007 I moved to London and was employed by CfBT Education, contracted to deliver the Connexions youth services contract across West London.  In this role I managed the Employer Engagement team, working with employers to identify and promote job vacancies for local young people. 

    In 2009 I returned to Australia, and to my role as an Apprenticeship Field Consultant at VECCI. I also completed my Graduate Certificate in Careers Education & Development with RMIT.

    This year I am looking forward to the challenges of a new role as well as the opportunity to contribute to the improvement of transition outcomes for young people.

    The CRLLEN encompasses the local government Shires of Macedon Ranges, Mitchell and Murrindindi located in the north central regional area of Victoria. The CRLLEN Office is in Kilmore.

    We are seeking a highly motivated and competent person with the ability:

    • To broker sustainable partnerships between all relevant stakeholders, including parents and families, schools, employers, industry, community agencies and Youth Connections providers to ensure young people in the region have access to rewarding learning and employment pathways.

    An attractive salary range of $50,000 to $55,000, including a fully maintained organisation car of $20,000. The position is tied to LLEN funding which is currently confirmed until 31 December 2011, with a possible contract extension available to 2013 pending additional funding.

    In October this year there was a change of Chief Executive Officer from Bill Coppinger to Boyd Maplestone. 

    Bill leaves the LLEN after nearly seven years of outstanding service to Central Ranges community and is now taking some time to rebuild his house after the devastating bushfires earlier this year.  We look forward to hosting a celebration for Bill in the near future to thank him for all his hard work and dedication to the Central Ranges LLEN.

    Enhanced LLEN

    In the recent months the Central Ranges LLEN has been working with existing Local Community Partnership providers to develop a submission for the new School Community Partnership Broker program which will be delivered in Victoria through an ŒEnhanced LLEN‚ network for four years from January 2010 ˆ December 2013.

    The Central Ranges LLEN will broker strategic and sustainable partnerships that support improved education and transition outcomes for young people, including increasing Year 12 or equivalent attainment rates.  The Central Ranges LLEN will broker sustainable partnerships between the following stakeholder groups:

    • Education Providers
    • Business and Industry
    • Parents and Families
    • Community groups

    Under the program Central Ranges LLEN will have an expanded and broader role.

    • A broader age range 10-19 years of Age
    • Focus on transition from primary school to secondary school
    • A stronger focus on career development
    • A stronger focus on engaging with parents and families
    • Working in collaboration with Youth Connections Providers

    To this end, the core objective of the LLEN is to improve participation, engagement, attainment and transition outcomes for young people 10-19 years old within the Mitchell, Murrindindi and Macedon Ranges area.


    Staffing 2010


    The Central Ranges LLEN will have an increase of two staff, an Office Administration Manager (0.8EFT) and a full time Project Officer to deliver this initiative in partnership with all of the key stakeholders.  We look forward to meeting with all of the stakeholder groups to support the development of collaborative partnerships which improve outcomes for young people.

    Strategic Plan 2010 ˆ 2013

    The Central Ranges LLEN Committee of Management will develop a strategic plan which will contain around 4-6 strategic goals which we will pursue over the next four years. The plan will be developed in consultation with our key stakeholders to ensure we are meeting local needs. 

    To attain these goals Central Ranges LLEN will work with many organisations and develop collaborative partnerships with the key stakeholder groups, Education Providers, Business and Industry, Parents and Families and Community Groups.

    Bushfire Interim Report Released

    Bushfire Royal CommissionThe Interim Report of the 2009 Victorian Bushfires Royal Commission is available in three on-line versions, in addition to the Executive Summary.

    In the preface to the report the Commission says:

    Fire is a recurrent visitor in Australia≠s environmental history. The flora and topography in Victoria render it one of the most bushfire-prone parts of the planet. Even with this history, 7 February 2009 was a day of unprecedented tragedy in the State. One hundred and seventy-three people died in one of the worst bushfires in Australian history. About 430,000 hectares of land were burnt, along with 2000 properties and 61 businesses. Entire towns were destroyed and around 78 communities were affected.

    The impact of these fires is seared into the consciousness of those who lived through them.
    Under such adversity many people responded with courage and compassion. The volunteers who fought the fires and the individuals that supported their neighbours should be commended for their actions. Since the fires, many others have helped support fire-affected individuals and communities in the recovery process.


    On 16 February 2009 the Victorian Government established the 2009 Victorian Bushfires Royal Commission, with broad terms of reference, to investigate the causes of, preparation for, responses to, and the impact on infrastructure of the fires that occurred in late January and early February 2009. In approaching this investigation the Commission has been acutely aware that the events of 7 February highlight the deadly consequences of extreme bushfires.

    The need to give primacy to saving lives is, therefore, at the forefront of the Commission≠s intentions and has underpinned its inquiries and recommendations.
    In making its recommendations, the Commission recognises that the responsibility for protecting life, property,
    and community and environmental assets rests with the collective efforts of the whole community.

     

    We commend this report to our members and all stakeholders .

    CR LLEN's Chairperson Message to Members

    CRLLEN LogoDear CR LLEN Members,

    The Central Ranges LLEN held our board meeting for the CR LLEN in Kinglake on Thursday 23rd July. I wanted to take the opportunity to update you with some important news from this meeting.

    I announced at this board meeting that Bill Coppinger had indicated to me that he is going to resign from the position of CEO of the CR LLEN.

    As many of you will know, Bill and his family lost their house and all belongings in the Black Saturday fires in February this year. Bill expressed at the board meeting the enormity of the task of rebuilding the family's lives and the need to give this all his focus to ensure that he and his family can begin to re-establish what they have lost. The role of CEO of the LLEN requires 100% focus and energy and Bill in a very honest assessment of where he is at believes he can't give it the required attention the role and the communities he works with deserve.

    At the board meeting, as no doubt you all will be, we were saddened at the prospect of losing Bill as CEO of the LLEN, however, we respect Bill's decision and know he has carefully weighed up all options in reaching this position.

    We are working through a range of considerations and Bill has expressed a willingness to assist the LLEN in identifying key strategic focus areas going forward and to assist in the filling of the CEO role and the transitioning of the new CEO into the position and community.

    It is currently envisaged that Bill will table his letter of resignation at the next Board meeting in early September. Bill is required to provide 4 weeks notice as part of the terms of his employment.

    Bill has been an outstanding CEO and while we are very disappointed to lose him I want to reiterate that Bill has carefully considered his and his families best interests as well as those of the LLEN.

    Kyneton Education Plan takes next big Step!

     

    The ABC News reported today that the "end of the beginning" for the Kyneton Education Plan, [a project that the Central Ranges LLEN has been supporting and participating in since 2007], occured last night, with the primary and secondary schools of Kyneton in central Victoria voting in favour of merging. The ABC reports that;

    Both school councils met last night and decided to approve the change.

    The two schools will join with the kindergarten and create a school of about 1,100 students.

    Architects will now draw up a master plan for a site next to the high school.

    The high school's principal, Glenn Davey, says the new school will be better for students.

    "It's very important for us in terms of teaching and learning," he said.

    "We're aiming for what we call a stages of learning model, where it's kindergarten to grade four, years five to nine, and years 10 to 12."

    Kyneton Education Plan takes another step !

    KEPThe Kyneton Education Plan, involving the proposed merger of Kyneton Primary School, Kyneton Secondary College and Lady Brooks Kindergarten in a K-12 school (that also includes early childhood and allied health services) took another step closer to fruition last night with the delivery of a detailed report into the feasibility of the proposed sites and buildings.

    SCA Facilities Management Consultant, Russell Collier, was requested by the Department of Education and Early Childhood Development to conduct a feasibility study with options for the provision of facilities associated with the recommendations in the plan. Following investigation of existing buildings, site sizes, proposed school and kindergarten developments, existing facilities and their current condition and the potential cost of redevelopment, Mr Collier has recommended that the three campuses (K-4, 5-9 and 10-12 as proposed in the Education Plan) be co-located on the existing secondary school site and vacant DEECD land immediately adjacent to the secondary college and adjacent to the community sporting facilities.

    While the respective primary and secondary school councils are yet to accept the recommendations there are plans for a community forum to be held on Tuesday 12th May at 7:30pm at the Kyneton Primary School, to enable community members to hear more of the detail of the report and contribute opinions and ideas.

    Should the recommendations be accepted the plan will then progress to the engagement of architects to create a master plan of the proposed K-12 school with the view to seeking funding in either the 2010-2011 or 2011-12 budgets.

    Macedon Youth Awards 2009

    It’s that time of year again! Nominations are now open for the 2009 Macedon Ranges Youth Awards.

    As part of National Youth Week 2009, the Macedon Ranges Shire Council Youth Development Unit would like to acknowledge, encourage, reward and promote the positive achievements of young people in the Shire.

    On Thursday 2nd April 2009 there will be a Youth Awards Night which will showcase the talents of young people to the community and present category winners with awards. All nominees and the wider community are encouraged to attend.

    Anyone who resides, studies or is employed in the Macedon Ranges Shire can nominate a young person aged 12-25 years for a Youth Award (this means you!), with categories including:

    • Community Involvement

    • Academic

    MRCBVCAL - 6 Years and going Strong!

    MRCBVAL Gets Underway in 2009!The Board of the Central Ranges LLEN is pleased to see the start of the 2009 Macedon Ranges Community Based Victorian Certificate of Applied Learning [MRCBVCAL].

    Students, staff, community agencies and community partners all gathered at the Kyneton Campus of the Bendigo Regional Institute of TAFE today to welcome in the new school year, for what will be the sixth consecutive year of the Macedon Ranges CBVCAL. All partners look forward to another year of achievement and success!

    Since 2003, the board of the Central Ranges LLEN has been closely monitoring the labour market, employment, income and education status of all 15-24 year olds across the Macedon Ranges, Mitchell and Murrindindi Shires.

    We are pleased to report that in the board's recently published environmental scan 2008-2011, the number of 15-24 year olds across the Central Ranges LLEN region who have been most at risk by being out of work, not in training and not earning an income, has been reduced by a massive 40%.

    The dedication of community partners such as those involved in the Macedon Ranges Community VCAL and particularly the students who take the big step to reconnect with their own education and learning are to be congratulated!

    We look forward to supporting these young people on their journey to further education and employment!

    Youth Commitment Planning Underway

    Planning for the Loddon Mallee Regional Youth Commitment [RYC] is well under way in the Macedon Ranges Shire.

    After a series of early planning sessions in February and March of this year between the Chairs of the Loddon Mallee LLENs and the regional Office of the Department of Education and Early Childhood Development, a series of expanded "transition workshops" are being conducted around the region.

    The Central Ranges LLEN chaired the Macedon Ranges Shire's first workshop last night, Wednesday June 18th, kindly hosted by the Kyneton Secondary College. In attendance where the Principals and representatives of Gisborne,Braemar, Sacred Heart and Kyneton Secondary Colleges. Also in attendance were representatives from the Kyneton and Community Learning Centre, the Macedon Ranges Shire, Cobaw Community Health and the Central Victorian Group Training Company representing the South Loddon Local Community Partnership.

    Assistant Regional Director of the Loddon Mallee Region Mr. Graeme Robertson, in welcoming all in attendance, said the focus of the region-wide commitment was to develop a Youth Commitment [as part of a state-wide strategy] and local implementation strategies with all key service providers and agencies who are involved in education and training and career and transition support for young people 15-19 years in the Loddon Mallee Region.

    The workshop also focussed on the potential for collaborative planning around the new Federal Government Trade Training Centres initiative and the synergies with current VET in Schools and VCAL reviews underway across the state. Gary Griffin from the Goldfields LLEN - Connect Central facilitated this dicussion and provided a rich basis for future planning and joint action.

    Loddon Mallee Regional Youth Commitment Underway!

    Murray Downs Resort

    The LLEN participated in the initial planning phase of the Loddon Mallee Regional Youth Commitment at a meeting at the Murray Downs Conference Centre [Swan Hill] yesterday.

    The purpose of a Regional Youth Commitment is to develop a region-wide commitment and local implementation strategies with all key service providers and agenices involved in education and training and career and transition support for young poeple between the ages of 15-19 years.

    The Loddon Mallee Region geographically covers approximately 30% of the state and has approximately 44,000 students attending 170 government schools. The Macedon Ranges Shire is the southern most Local Government Area in the Loddon Mallee region.

    Chaired by Loddon Mallee Assistant Regional Director, Graeme Robertson and attended by the six LLENs that cover the Loddon Mallee Region, the partners where introduced to Neville Sharpe who will be coordinating the development of the initiative in 2008.

    Representatives from the Boards of the LLENs were asked for input and advice on how best to frame a set of core valuse for the porject as well as key implementation plans for the communities they work in.

    It was an extremely constructive and enthusiastic first meeting. We will report further as the initiative develops and more partners and stakeholders from across the Macedon Shire are introduced to the Regional Youth Commitment.

    Kyneton Education Plan

    KynetonThe third meeting of the Kyneton Education Plan Steering Committee took place at the Kyneton Primary School between 7:30pm and 10:00pm on Tuesday 13th of November. In attendance were representatives from school councils, local government, community agencies, Australian Education Union, and other education and training providers as well as the LLEN.

    The Kyneton Education Plan is a response to the Building Futures initiative of the Department of Education and Early Childhood Development.

    Building Futures is the conceptual framework that guides all capital investment in government school infrastructure in Victoria. It enables new facility design and the organisation of education services to better meet contemporary education needs.

    The previous September meeting received presentations of the learnings from primary school and secondary school visits conducted by Kyneton staff. These visits included Wooranna Park Primary School and Reece High School, Tasmania . The board of the Central Ranges LLEN has been pleased to provide financial support to allow such school visits both across Victoria and Interstate.

    The Principal of Kyneton Secondary College, Mr. Glenn Davey recently attended the October Board meeting of the CRLLEN and provided an engaging briefing on the work around the current stages of the Kyneton Education Plan. A detailed [20,000 word] education plan, not yet finished, is being developed that outlines the possible future teaching and learning plans for the Kyneton Community.

    The meeting of the steering committee on Tuesday night received a presentation from Mr. John Patrick of Patrick Architects. John also works closely with Fielding-Nair International, a leading authority in the area of 21st century school planning and educational technology who are working closely with the Victorian Department of Education.

    John provided an engaging and challenging presentation about the importance of the connections between community, education and school planning. The steering committee engaged John with a number of questions , all indicating genuine interest and involvement in planning for the educational possibilities for Kyneton in the future.

    The CRLLEN has been impressed to see such commitment from so many stakeholders to the start of such an important planning process.

    Scholarship Recognises Dedication to Community Youth

    CBVCALMs. Marcia McGrath, coordinator of the Macedon Ranges Community Based VCAL was presented with a scholarship of up to two thousand dollars to contribute towards her further studies in to adolescent health and well-being, at the Kyneton board meeting of the Central Ranges LLEN on Thursday 25th of October.

    Chairperson of the Central Ranges Local Learning and Employment Network, Manager of IBM Australia’s Corporate Community Relations and Woodend resident, Mr. Andrew Hocking, conveyed the sincere congratulations of the Board and all 155 members of the Central Ranges LLEN to Ms. Marcia McGrath, at a small presentation ceremony at the Board meeting held in the Kyneton Town Hall.

    Mr. Hocking said:

    “The work of the LLEN is to support and lead the planning and provision of education and training services for all young people in the 15-19 age group, particularly our most vulnerable. The work of the Macedon Ranges Community Based VCAL, and Marcia McGrath particularly, over the past four years, has been nothing short of life-changing for well over 65 young people from across the district”.  Our board is pleased to contribute to your further study as a small token of gratitude for the wonderful work being accomplished”.

    Mr. Hocking pointed out that without the support of partners such as the Kyneton Secondary College, Cobaw Community Health, The Kyneton Learning Centre, The Kyneton Campus of BRIT Tafe and many others, such a programme to support dis-engaged young people to re-enter education, training and employment would not be possible.

    Mr. Hocking noted that the report "The Journey so far..." which focussed on the work of the Macedon Community VCAL Programme over the last four years, would also be launched next week and sent to all members.

    “This really is a whole-of-community effort that puts the needs of young people at the centre of our thinking. We need to keep the partnerships intact to continue to support our young people.” Mr. Hocking said.

    Year 10 Applied Learning Program at Kyneton Secondary College

    In back-to-back issues of the Curriculum Leadership Journal, educational communities from our LLEN area have been featured. This time it is the Year 10 Applied Learning Program at Kyneton Secondary College that has been featured. Richard Donker and Glenn Davey shared their work with us at the recent Future Minds Forum in Melbourne.

    The Abstract says:

    This year Kyneton Secondary College has introduced the option of a new program for Year 10 students. The Applied Learning Program aims to develop a positive approach to lifelong learning, improving communication skills, emotional literacy and self-efficacy. The intention is to enable students to stay at school and then decide which pathway suits them best. The program leads into the VCAL, without closing off the options of VCE or VET courses.

    Kyneton Secondary College is a 7–12 coeducational school in central Victoria. The school draws students from Kyneton, a semi-rural town of about 5,000 people, and neighbouring areas.

    Demographically the school is coeducational. The student population is almost exclusively Anglo-Saxon in background. Student numbers have remained stable at around 730 students and the proportion of young people is projected to remain steady for the next 10 years. The school is 100 years old and our neighbouring Kyneton Primary School is one of the oldest in the country, celebrating 150 years in 2006.

    Gisborne SC Environment Expo

    Gisborne SCOn Friday August 17, between 10am-2pm, Gisborne Secondary College will present the 2007 Environment Expo.

    The Expo will feature presentations from the RSPCA, BOM, Melbourne Zoo, EPA, Wilderness Society, CFA, RMIT, BRIT, Parks Victoria and many others.

    There will be a number of hands-on activities including a 'sustainable house' display, tree planting and bicycle workshops.

    The Expo is brought to you in partnership with the Federal Government, Career Advice Australia and CVGT.

    Students will have the opportunity to expand their understanding and awareness of vocational possibilities concerned with the environment and ecologically sustainable industries.

    This Expo will be a Carbon Neutral Event

    Healthcare Awards recognise Macedon Foodtalks!

    The Central Ranges LLEN Board met at the Lancesfield Community House today to complete planning for 2007 and beyond.

    Healthcare AwardRichard Donker, CRLLEN Board member and Macedon Shire committee member, informed the Board of the high honour received by the Cobaw Community Health Service in partnership with the Macedon Ranges Community Based VCAL, Kyneton Secondary College VCAL and Sacred Heart College Kyenton VCAL.

    The *VERY* successful "foodtalks" project was honoured at the recent Victorian Public Health Awards in the category of Excellence in Community Engagement.

    As reported in August, the work being done in partnership with community groups across the Macedon Shire is worthy of close focus and support. The quality outcomes in the field of youth homelessness prevention earned all involved a "Highly Commended" award.

    The Board of the Central Ranges LLEN congratulates all involved.

    Food Talk - Community Building with VCAL in Macedon!

    FOOD TALKS

    A Combined School Community Lunch Project

    Group

    The VCAL students from the Macedon Ranges community Based VCAL, Sacred Heart College and Kyneton Secondary College, supported by the Dietitian from Cobaw Community Health Centre, have developed a community lunch project, Food Talks.

    The program was piloted in 2005 with a 5 week lunch program, held at Cobaw. These lunches were so successful that the students were keen to continue in 2006, and funding permitting a more ongoing program in 2007 and beyond.

    The lunches have been a resounding success, feeding over 50 people each week, with increasing popularity. the focus has been on cheap and nutritious meals, with a different theme each week such “the Essence of India” and a Taste of Morocco.”

    The partners are currently looking at funding possibilities for 2007, as the Advance Youth funding may not be available for 2007.

    Premier reports on Macedon Community Cabinet

    In the latest edition of the Community Cabinet Newsletter, the State Premier, Mr Bracks, thanked the community members of the Macedon Ranges Shire for their involvement and participation in the recent Community Cabinet consultations held in the Macedon Ranges and Ballarat communities.

    Gisborne ReceptionAttending the community reception at the Gisborne Golf Club on behalf of the Central Ranges Board and its members, was immediate past-chairperson Mr. Gerard Hard, [The Apprenticeship Factory] Board Member and Macedon Shire resident, Mr. Andrew Hocking [IBM Australia] and LLEN CEO, Bill Coppinger.

    Mr. Bracks writes in the newsletter;

    On behalf of the Victorian Government I would like to thank the people of Ballarat and Macedon Ranges for contributing to the success of Community Cabinet on Tuesday 23 May.

    Our visits to the City of Ballarat and the Shire of Macedon Ranges were extremely successful and I was delighted by the enthusiastic participation of people in both communities. These visits marked the 65th and 66th Community Cabinet visits since the program began and I believe it is still the best way for my Government to listen and act upon community concerns.

    It [also] gave me great pleasure to join Minister for Transport, Peter Batchelor, and Member for Macedon, Joanne Duncan in officially opening the Macedon Street Bridge in Sunbury. The construction of the bridge and the expansion of Macedon Street itself will significantly ease congestion, making life easier for commuters and bringing the communities of Macedon Ranges and Hume closer together.

    During our day of receiving formal submissions from residents and community organisations throughout Ballarat and Macedon Ranges, Ministers and senior government officials were presented with a wide range of issues. I would like to take the opportunity to thank everyone who put forward a submission on the day, and assure you that these issues will be followed up in the coming weeks.

    The response from the people of both communities was extremely positive, and assures us that Community Cabinet meetings are a valuable and useful exercise for my Government.

    LCM LLENs and DE&T Region meet.

    Giant Cod

    The six LLENs that work within the Department of Education - Loddon Campaspe Mallee Region, met with Regional Director Mr. Ron Lake in Swan Hill today.

    This is the second of a series of planned meetings for 2006. Blues skies, clear air and the (relatively) warm surrounds of Swan Hill made for a comfortable and welcome destination by Glenn Stewart and his team from the Murray Mallee LLEN.

    Thanks also to John Geary from the Goldfields LLEN for convening the meeting.

    The meetings are an extremely valuable opportunity for the broader areas represented by the Local Learning and Employment Networks to share information and discuss a range of issues and opportunities for partnerships with the regional office that are are of specific value for the *whole* region.

    This is a perfect opportunity to combine resources, knowledge and planning opportunities to assist young people ansd their communities across the region in a genuinely strategic way.

    Macedon Community VCAL -Way to Go!

    LEARN -HERALD SUN

    Blanche Clark, Editor of the LEARN section, wrote about Zoe and the students of the Macedon Ranges Community Based VCAL in the March 7th edition of the Herald Sun LEARN section.

    The article focussed on Zoe and the opportunities that opened up for her after becoming involved in the Macedon Ranges Community VCAL.

    The report also pointed out that a Deakin University study has found that students at risk of dropping out of school perform better in VCAL than VCE.

    Researcher Damien Blake was quoted by the Herald-Sun saying;

    students labelled 'at risk' are usually just better suited to hands on learning. The VCAL needs to be presented as a pathway, not as an alternative for people who are dummies.

    The article also goes on to point out that the Macedon project won Company of ther Year in 2005 as part of the YAA Young Buinsess awards,Zoe being one of the national finalists in the Young Business Person of the Year!

    A great result to all the community partners and particular congratulations for Marcia McGrath, the coordinator!

    Another first for Macedon Schools!

    I am proud to report the Central Ranges LLEN was asked to chair the inaugural meeting of the Principals of the four post-compulsory Secondary Colleges in the Macedon Ranges Shire on Thursday the 3rd of November.

    Originally a joint initiative of Kyneton Secondary College and Sacred Heart Secondary College Kyneton, Principals and senior staff of schools from the State Government, Catholic and Independent sectors gathered to explore innovative possibilities for the delivery of Vocational Education and Training opportunities for students and industry across the Macedon region from 2007 and beyond!

    Sacred Heart College hosted the inaugural meeting in their beautifully appointed Frayne catering and hospitality facility.

    Attending was Peter Moritz, Principal, Braemar College, John Flanagan, Principal Gisborne Secondary College, Geoff Barrett, Principal of Kyneton Secondary College and Brian Reed, Acting Principal for Sister Mary Moloney who was called away on family business.

    The meeting resolved to investigate the possible coordination of time-tabling and pooling of the considerable resources and expertise of each of the colleges to embrace and extend the already valuable educational opportunities available for young people in the district. The leading educators agreed to direct key curriculum and time-tabling staff to conduct feasibility studies early in 2006 with a view to possibly establishing an initiative in 2007.

    The discussion was far-rangeing and certainly from the perspective of this participant, exciting to witness. The district is well served by the educational leaders and senior staff in its colleges. Already providing healthy competition and a diverse approach to educational provision, each college leader was also able to see their way clear to consider strategic collaboration as the best way of ensuring the maximum opportunities available for EVERY young person in the communities of the Macedon Ranges.

    An outstanding initiative that the Central Ranges Local Learning and Employment Network looks forward to supporting in any way it can.

    Macedon Ranges Shire Council is the lead agency in the delivery of this 12 month Federally funded project and the position sits within the Economic Development, Tourism and Culture Unit.

    Minister Bailey meets Braemar LCP

    Minister Bailey meets Braemar and CRLLEN BoardThe Honourable Fran Bailey, Minister for Small Business and Tourism and Member for McEwen was guest speaker at the ‘Adopt-A-School’ Industry Forum held at Braemar College on Thursday 5 May. The evening was hosted by Braemar College and the Central Ranges Local Learning and Employment Network (CRLLEN) with the support of the Federally Funded Local Community Partnership [LCP].

    The dinner forum brought together 55 business men and women, CRLLEN and government representatives, educators and students from the Macedon Ranges and provided them with the opportunity to learn about the ‘Adopt-A-School’ Program, and ways in which they could contribute to and benefit from the program.

    Kyneton Schools in Joint Meeting

    Today [Wednesday the 2nd of March] almost 100 staff and invited guests from Sacred Heart College and Kyneton Secondary College as well as surrounding school communities met to hear a presentation from Mr. Alan Montague, Manager Apprenticeships & Traineeships and Industry Consultation from RMIT University.

    Sr. Mary welcomes guestsSr. Mary Moloney, Principal of Sacred Heart College, Kyneton, welcomed Geoff Barrett, Principal of Kyneton Secondary College and his staff to the newly finished 300 seat auditorium. Sister Mary outlined what a significant occasion it was to see the combined staff of both secondary schools in Kyneton coming together and paid tribute to all the staff for demonstrating a commitment to explore the challenges facing young people in Kyneton and the wider Macedon Ranges Shire.

    Macedon celebrates Community VCAL 2004!

    Macedon Ranges CBVCALStudents from the Macedon Ranges Community Based VCAL hosted community members, instructors, business partners and other supporters of their successful VCAL programme for a celebratory luncheon today at the Kyneton RSL. The programme was originally launched at Maloa House, Woodend on Wednesday 17th March by the member for Macedon, Ms. Joanne Duncan MP.

    Students took the opportunity to thank Principal Geoff Barrett and Kyneton Secondary College. Their instructor, Marcia McGrath who is employed by programme partner Mount Alexander Employment and Training Services [ MAETS ]received a warm and sincere presentation. The students also thanked a large number of individuals and organisations that have offered support over the course of 2004.

    It was noted by Community Based VCAL coordinator Marcia McGrath, that the last 12 months of this programme has been the most rewarding in her 20+ years of teaching. Among many thanks, Marcia and the students reserved the last [but not least!]thankyou for Kylie Ward, Macedon Ranges Shire youth worker and Central Ranges LLEN project officer.

    Marcia pointed out that over 60 individuals and organisations have been sent certificates of appreciation in recognition of their support of the porgramme!

    It was clear from the response of students, parents, business partners and community members, that the ability for a community to work together to help young people re-engage with education and employment opportunities leaves a powerful impression on all involved.

    A full report on the community-based VCAL model will be available in early 2005.

    Gisborne SC puts Workplace Learning on the Breakfast Menu!

    Approximately 25 business owners from the Gisborne area [Macedon Shire ]met with representatives of the Gisborne Secondary College for a Business Breakfast Forum at 7:00am this morning at the beautiful Gisborne Golf Course. The forum has been funded through the Federal Department of Education, Science and Training's Local Community Partnership [LCP] Initiative.

    The morning was hosted by Principal John Flanagan. John stressed the importance he and his leadership team placed on good links with the business community and employers. He also stressed how important these links were for young people making their transition from school to work.

    The Central Ranges LLEN presented the current findings of its environmental scan to the forum and met individually with many employers to discuss ways of better supporting their needs. Many excellent suggestions were presented in the forum and it was obvious that Gisborne Secondary College has built and continues to build sound links with its business community. Many employers offered to involve more students in their industry as part of their learning programmes.

    An entertaining and informative role play, delivered by teachers from the College, reminded all present how difficult it can be to find the right start for a young person making the transition from school to work and how important a supportive employer can be.

    Macedon Business Forum

    Macedon Ranges Shire Council and the Central Ranges Local Learning and Employment Network welcomed over 30 representatives from 17 organisations to the Macedon Macedon Ranges Shire LogoRanges - CRLLEN Business breakfast forum, held at The [magnificent] Bentinck of Woodend. today, Wednesday 25th of August.

    Welcome from CRLLEN Acting Chair

     

    Mr. Gerard Hard, [The Factory] and acting Chairperson of the LLEN [left], welcomed Mayor John Connor and guests to the breakfast. Gerard outlined the importance of coordinating effort across sectors to support young people entering the work force.

    Mr. Hard gave a special thanks to Anne McLennan, [Director of Community Services] and Mr. Shane Murphy, [Economic Development Manager] of the Macedon Ranges Shire for the support in organising the forum.

    Debate over toast and orange juice!

    Launching the newly updated Central Ranges LLEN Environmental scan, the LLEN CEO highlighted the importance of the research now available to local communities.

    Detailed data makes evidence-based planning a genuine reality and the challenege of the morning was to find ways for employers, local government and industry peak bodies in the region to collaborate where relevant to improve outcomes for young people and enhance the competitiveness of local and regional industry.

    Details of the proposed 'COINS' initiative [Communities of Integrated Networks], a proposal to connect education, business and community across three shires, was also publicly unveiled for the first time.

    Participants in the morning included, Macedon Shire Kyneton BATA, Braemar College, Office of Business Development, La Trobe Uni, Black Forest Timbers, Campaspe House, Lancefield BATA, SAGE Committee, ACFE Gisborne, Lancefield/Woodend Neighbourhood House, Flexidrive Cables Australia, IBM Australia, Kyneton Secondary College, Riddells Creek Neighbourhood House, Bendigo Regional Institute of Tafe.

    Macedon Ranges celebrates Community VCAL

    Macedon Ranges Community fears loss of JPET

    The Federal Department of Family and Community Services (FACS) will withdraw funding to Cobaw Community Health Service's Job Placement, Employment and Training (JPET - http://jpet.facs.gov.au/ ) program as of the 1st July.

    The JPET program provides support and assistance to young people between the ages of 15 and 21 who are out of work, out of school/education, homeless or at risk of becoming homeless.

    'These young people are clearly amongst the most vulnerable in our community' said Cobaw, Chief Executive Officer, Mr Alan Taylor
