Meet the Lower Hume VET Cluster Coordinator

My name is Christine Cox and I recently commenced with the Central Ranges Local Learning and Employment Network in the newly created role of Lower Hume VET & Pathways Cluster Coordinator.

Christine Cox

This one day per week position evolved as part of the commitment by the Central Ranges LLEN and School Principals in the Mitchell, Murrindindi & Whittlesea Shires, to continue the work originally undertaken by the Local Community Partnership (LCP) in Cluster liaison & coordination.

I also currently work at Assumption College Kilmore on Mondays in the Pathways & Careers Team and will be working 3 days a week until September at CVGT assisting the newly created position of Workplace Learning Coordinator.

I have extensive experience in the areas of Employment, Careers and Pathways, including 4 years with the CES (Employer Service Unit & School Liaison). I have a genuine passion in being able to assist education, industry, parents and young people in their future pathways.

My most recent role was as the LCP Manager for the South West Goulburn Region where I worked for over a decade to provide a coordinated and collaborative approach to VET provision across schools and education providers in the Mitchell, Murrindindi & Strathbogie Shires. As part of this role I also coordinated the VET network which provided a forum for VET, VCAL, Careers and Pathways Coordinators to develop their professional skills and make connections with other training providers, industry and community collaborators.

I have worked closely with both education and industry as part of the Central Ranges Trade Training Centre Consortium and contributed to the development of 2 TTC submissions for our region. Hopefully we will be successful this time around!

I was also a founding member of the Central Ranges LLEN and have been a member of the Executive from 2002 until recently resigning to take up this position.

I look forward to the challenges of my new role and the opportunity to contribute to the improvement of transition outcomes for young people.

I will be working from the Central Ranges LLEN's office in Kilmore every Wednesday and can be contacted on the details below:

Principal's focus on Skills and Partnerships

Over thirty five people gathered for lunch at "The Shed at Trawool" today as the guests of the Board of the Central Ranges LLEN, reconvening the consortium that made the submission for the Central Ranges Trade Centre Application.[CRTTC].

The informal [and delicious] luncheon was an opportunity for the majority of providers of post-compulsory education and training from across the district to reconnect after the busy period that led up to the submission of the "TTC" on June 9th. It was also one of the rarer opportunities leaders from these organisations have had to meet and discuss the current and ongoing impacts the Bushfires in their communities and the associated impacts on their organisations.

The Hon. BIll ShortenThe Board was honoured to host as our special guest The Honourable Bill Shorten, Federal Parliamentary Secretary for Disabilities and Children's Services and Parliamentary Secretary for Victorian Bushfire Reconstruction and Mr Ben Hardman, Victorian Parliamentary Secretary for Agriculture and Member for Seymour.

The Hon. Bill Shorten addressed the assembled group and indicated that he was aware of the importance of all levels of Government maintaining and increasing coordination of services and support to the bushfire affected communities and organisations across the region to avoid adding to, rather than alleviating the burdens and barriers being experienced by many.

Mr. Jim Alsop, Principal of Broadford Secondary College [and lead school of the CRTTC consortium], when introducing Mr. Bill Shorten, quickly focussed the Parliamentary Secertary's attention on the strength and existing school networks that operate throughout region and noted the alignment and strategic support of businesses throughout the region for the proposal. When added to the additional challenges of Bushfire recovery, Mr Alsop pointed out it is a perfect opportunity for all Government jurisdictions to support the initiative, increasing skilled training pathways and employment opportunities throughout the region.

The full story can be found here.

Bushfire Interim Report Released

Bushfire Royal CommissionThe Interim Report of the 2009 Victorian Bushfires Royal Commission is available in three on-line versions, in addition to the Executive Summary.

In the preface to the report the Commission says:

Fire is a recurrent visitor in Australia≠s environmental history. The flora and topography in Victoria render it one of the most bushfire-prone parts of the planet. Even with this history, 7 February 2009 was a day of unprecedented tragedy in the State. One hundred and seventy-three people died in one of the worst bushfires in Australian history. About 430,000 hectares of land were burnt, along with 2000 properties and 61 businesses. Entire towns were destroyed and around 78 communities were affected.

The impact of these fires is seared into the consciousness of those who lived through them.
Under such adversity many people responded with courage and compassion. The volunteers who fought the fires and the individuals that supported their neighbours should be commended for their actions. Since the fires, many others have helped support fire-affected individuals and communities in the recovery process.

On 16 February 2009 the Victorian Government established the 2009 Victorian Bushfires Royal Commission, with broad terms of reference, to investigate the causes of, preparation for, responses to, and the impact on infrastructure of the fires that occurred in late January and early February 2009. In approaching this investigation the Commission has been acutely aware that the events of 7 February highlight the deadly consequences of extreme bushfires.

The need to give primacy to saving lives is, therefore, at the forefront of the Commission≠s intentions and has underpinned its inquiries and recommendations.
In making its recommendations, the Commission recognises that the responsibility for protecting life, property,
and community and environmental assets rests with the collective efforts of the whole community.

We commend this report to our members and all stakeholders .

CR LLEN's Chairperson Message to Members

CRLLEN LogoDear CR LLEN Members,

The Central Ranges LLEN held our board meeting for the CR LLEN in Kinglake on Thursday 23rd July. I wanted to take the opportunity to update you with some important news from this meeting.

I announced at this board meeting that Bill Coppinger had indicated to me that he is going to resign from the position of CEO of the CR LLEN.

As many of you will know, Bill and his family lost their house and all belongings in the Black Saturday fires in February this year. Bill expressed at the board meeting the enormity of the task of rebuilding the family's lives and the need to give this all his focus to ensure that he and his family can begin to re-establish what they have lost. The role of CEO of the LLEN requires 100% focus and energy and Bill in a very honest assessment of where he is at believes he can't give it the required attention the role and the communities he works with deserve.

At the board meeting, as no doubt you all will be, we were saddened at the prospect of losing Bill as CEO of the LLEN, however, we respect Bill's decision and know he has carefully weighed up all options in reaching this position.

We are working through a range of considerations and Bill has expressed a willingness to assist the LLEN in identifying key strategic focus areas going forward and to assist in the filling of the CEO role and the transitioning of the new CEO into the position and community.

It is currently envisaged that Bill will table his letter of resignation at the next Board meeting in early September. Bill is required to provide 4 weeks notice as part of the terms of his employment.

Bill has been an outstanding CEO and while we are very disappointed to lose him I want to reiterate that Bill has carefully considered his and his families best interests as well as those of the LLEN.

Regards

Andrew Hocking
Chair,

Central Ranges LLEN Inc.

BETTER TOGETHER

YeaHS

Transfield Services

The student leaders of Yea High School were particularly busy this morning, gratefully accepting a generous offer from Transfield Services [ASX: TSE].

Mr. Terry Collins, the Garrison Services Manager at Puckapunyal Army Base, provided the loan of a Mini Bus that will support a number of students to travel to and from vocational training and employment commitments across the district.

Industry and School members of the Central Ranges LLEN came together at Yea High School this morning to make a number of presentations to the students and school community of Yea, in support of those affected by the recent bush fires across the district.

Bus Handover

This is in recognition of the serious disruption to families caused by the fires and is provided to ensure students can maintain some continuity in their education and training during the early stages of recovery from such a major event.

Mr. John O'Meara, Principal of Yea High School said :

The idea for an appeal for a mini bus came from an activity we ran where students answered a number of quiz questions. One of the questions was ‘What would make Yea High School even better?’ Answers included;

Could Mr. O’Meara make it rain?, Can we get some green grass for our oval?, Improved playground facilities, A pool, Shorter classes, Longer breaks, A green hockey field, A mini bus

The mini bus seemed the best option – we do have an immediate need for one and it would add to our curriculum options for the future.Keys to the Bus

Transfield Services has been a long-term partner of the Central Ranges LLEN and we are pleased to see their willingness to support students and families in times of difficulty. We thank Mr. Terry Collins and Mr. Neil Birtchnell for their ongoing support of our communities.

While the loan of the mini-bus will assist with immediate short-term needs, Yea High School has also set a target for local fund-raising to purchase a permanent mini-bus.

Leanne Pleash, Board member and Treasurer of the Central Ranges LLEN was also on hand to make two additional presentations on behalf of the Board and members of the association to the students of Yea High School.

handover

These presentations included a donation of Two Thousand dollars [$2000.00] towards the Yea High School Mini-Bus Appeal and a further five hundred dollars [$500.00] provided directly to the High School to assist some families directly affected by the fires.

Ms. Pleash said;

..our association has received generous donations to our Bushfire Relief Fund from across the region, state and country and it allows us, in a small way, to assist young people and their families to stay connected to the opportunities that education and training can offer.

The student leadership team are seen here accepting these donations on behalf of the school community.

In thanking all of the donors who had contributed , Mr. O'Meara pointed out that the motto that has been adopted since the school reopened on February 16th has been ‘Better Together’, this was born out of the conversations Mr. O’Meara had had with many students and families as he visited them in their homes or in the relief centres during the week immediately after the dreadful fires of February 7th.

Murrindindi HR Network Launched!

Two great new initiatives that will benefit young people and their communities across the Macedon and Murrindindi Shires got underway yesterday, albeit 400 kilometres apart!

Murrindindi HR Manager's Network Launch as Success!

HR Network

The Board of the Central Ranges LLEN was pleased to support the launch of the Murrindindi Shire Human Resource Manager's Network last night in Alexandra.

Councillor Leanne Pleash [CRLLEN Board Member] and Mr. Gerard Hard, Area Manager for the Apprenticeship Factory and CRLLEN Deputy Chairperson, were both in attendance and pleased to see the partnership established as a direct result of collaboration between the Murrindindi Shire and the LLEN.

In November 2005 the CRLLEN and the Murrindindi Shire Council published the final report of their Murrindindi Training Needs Study that was funded by the Office for Training and Tertiary Education [OTTE] and initiated after a State Government Community Cabinet meeting in Murrindindi Shire.

HR Network Launch

A key recommendation from the study was that a Human Resource (HR) Management Network be formed in Murrindindi to, among other things, improve access to training and employment opportunities by aggregating the effort of smaller employers and building stronger links between them and education and training providers.

The concept was raised and considerable support expressed for a network at an Occupational Health & Safety workshop held in Alexandra in 2006.

A small steering committee of employer representatives and Shire staff have been working to has identified what the main aim of such a network might be.

The launch, attended by approximately 25 employers was conducted by Bob Elkington, Manager for Economic Development and Tourism at Murrindindi Shire and CRLLEN Board Member.

The workshop was skillfully facilitated by Jenny Branton, Manager of Community Services for Murrindindi Shire.

Participants were invited to identify and rank key issues for the new network and this will form the basis of the meetings and work for 2008. Amongst the possibilities include:

  • A Shire wide training calendar
  • Support for an OH & S network
  • Shared knowledge and skills
  • Support mechanism for HR Managers
  • Reduced training costs through aggregation
  • Increased local provision of training
  • Professional development for HR Managers
  • Increased uptake of the “Tell Us Your Skills Finder”

Murrindindi - On the Move in 2008

MurrindindiThe Central Ranges Local Learning and Employment Network (CRLLEN) has an energetic Murrindindi sub committee that aims to facilitate positive pathways for local people into education, training and employment.

Up for discussion at the final get together just prior to Christmas, held in Yea, were the Kinglake Ranges Community Building Initiative (CBI) and the desire for improved outcomes for secondary students in the southern parts of the Shire.

Colin French and Anne Leadbeater were invited as guest speakers and their presentation went a long way to opening up broader input into this vital initiative.  Anne and Colin are passionate about the directions the CBI process is taking the Kinglake Ranges communities and the sub committee members were very keen to understand more about the context and issues faced by the communities in the southern parts of this vast Shire.

Another guest at this meeting was the newly appointed Murrindindi Transport Connections project coordinator, Keith Edwards, who was introduced and given an open invitation to meet with the sub committee at any time.

As access to transport is a key aspect of creating pathways to employment and training there was a great deal of excitement and support expressed for this project.

Murrindindi Transport Connections

Mayor Bob Flowers welcomed approximately 30 people to the official launch of the Murrindindi Transport Connections project at the Thornton Hall, in Thornton today.

Official LaunchMayor Flowers highlighted the importance of connecting communities across the Murrindindi Shire.

Mr. David Hall, from Berry Street Victoria in Alexandra, long-time resident and a Murrindindi Transport Connections committee member, highlighted issues of disadvantage across the rural shire, the issues of distance, cost and accessibility and was pleased to see the project providing an opportunity to address this disadvantage.

Mr. Ben Hardman, Member for Seymour and Parliamentary Secretary for Agriculture, officially launched the Murrindindi Transport Connections project, confirming funds of just over $311,000 dollars would be allocated to the project over three years. In launching the initiative, Mr. Hardman thanked hard-working members of the community, representatives from Council, Education, Transport and other community groups for their work in designing the project.

Mr. Hardman pointed out the additional benefits the project would make to local businesses [for example]and the potential for employees to gain benefits by having better access to jobs across the district that would be more accessible, having transport connections better tuned to their needs.

It was also pointed out that a number of attendees at the launch, attended via courtesy of the Yea Community Bus.

Transport Connections helps communities find practical solutions to improve existing transport services. Yea Community Bus

This is achieved by:

  • bringing community groups and organisations, individuals, transport providers and local businesses together to develop tailored transport solutions
  • making better use of existing transport resources (public and private) through new and coordinated approaches

The statewide Transport Connections will allocate $14.15 million to about 30 projects in rural and regional Victoria and metropolitan interface areas.

Our Murrindindi Transport Connections project is one of these 30 projects.

Transport Connections is a joint initiative of the Department for Victorian Communities, Department of Infrastructure, Department of Human Services and Department of Education and Training.

It builds on the success of a three-year pilot where nine Transport Connections projects were funded across Victoria.

The Central Ranges LLEN is a proud supporter and member of the Transport Connections Committee.

Murrindindi Business Awards 2006!

Business of the Year

Congratulations to the Eildon Bakery for winning the Murrindindi Business of the Year award at last nights Murrindindi Shire - AusIndustry Business Awards ceremony.

I can speak from personal experience when I say that the Eildon Bakery has some wonderful products! Next time you are in Eildon, the Bakery is must-visit destination!

The Central Ranges LLEN Board sponsored the first category awarded on the evening, the Young Entrepreneur of the Year. Switch Productions

This went to Switch Productions, a very well deserved award. Switch Productions is a new generation lifestyle company manufacturing a range of products and apparel for wake boarders, snow boarders, skaters and bmx'ers. Watch out for the upcoming wake board DVD!

We plan to detail the work of this enterprising group of young business owners in an upcoming article on our website. Congratulations !

Stonelea Country Estate

Councillor Bob Flowers was the master of ceremonies for the evening and welcomed everyone to the beautiful Stonelea Country Estate, noting the the quality of the entrants for the awards put Murrindindi in an enviable position as a place to live and do business.

Mayor Lyn Gunter introduced the local member for McEwen and Federal Minister for Small Business and Tourism, The Honourable Fran Bailey. Minister Bailey indicated that she was delighted to have the privilege of making a number of awards to so many outstanding and highly competitive local businesses.

Minister Bailey also commented when the final award for the evening was being made to the business of the year, that one extra award criteria was self evident, and that was the passion and commitment that every business owner and award winner demonstrated when speaking about their work.

The theme of the evening was most definitely focused on the art, science and passion of running and growing a successful business and the importance of this for growing healthy and sustainable communities. The gathered audience was honoured to hear from two highly successful and dedicated guest speakers, in Mr. John G. Brown, Chairman of Brown Brothers Milawa Vineyard, Pty Ltd and Mt. Larry Fallon, founder and director of Fallon's Bus Services based in Alexandra.

Both John and Larry provided a rare and insightful view of what it takes to develop and then continually grow a successful family business.

John Brown spoke of the importance of a clear vision and a focus on finding and keeping the right people, keeping staff engaged and aware of the business and making sure you make your enterprise an "employer of choice" by keeping the line of communication open at all times. According to John Brown, systems that allowed everyone on staff to see how the business was going and a real effort to share information is critical to encouraging innovation and getting the best from everyone. An inspiring presentation that was well received by all.

Larry Fallon provided an extremely valuable sneak peek in to the thinking that has led to a family business growing from strength to strength over the last 34 years. Larry highlighted the importance of relationships with key people along the journey of growing a business. Getting financial measures in place early and making sure that you pay attention to the relationships with key business partners such as solicitors, bankers and accountants were all important, but Larry's message was to ensure you always had one or two key mentors as well, so that you can continually think "outside the square" and grow your business by not asking "can I do this" but asking "how do I do this...".

Both presentations were very well received.

Congratulations to all the organisers, nominees and winners on the night. A highly valuable and worthwhile experience.

Murrindindi Training Study Available

Murrindindi Shire LogoThe final report of the Murrindindi Training Needs Study completed in November 2005 is now available.

The study is the result of a partnership between the Office of Training and Tertiary Education, (OTTE), The Murrindindi Shire Council Economic Development Unit and the Board of the Central Ranges Local Learning and Employment Network (CRLLEN).

The study was commissioned with OTTE funding in direct response to one of the many issues that arose during the State Community Cabinet Meeting held in Murrindindi Shire in late 2004.

The aim of the study was to identify the specific skills and training needs of industry and business located within the Murrindindi Shire and to inform the planning of the State Office for Training and Tertiary Education.

The project considered what the vocational education and training needs of key industries within the Murrindindi Shire are and how a more coordinated and targeted response from education and training providers can benefit both industry as well as young people looking to make the transition from school to work or further education.

The study and its recommendations form the basis of an action plan for the Central Ranges Local Learning and Employment Network Murrindindi sub committee.

Manager of the Murrindindi Economic Development unit, Mr Bob Elkington said when referring to the study,

“We hope to find solutions to many of the issues facing businesses and individuals when it comes to accessing appropriate training and staff at reasonable cost”

The Central Ranges LLEN is working in partnership with the Murrindindi Shire Economic Development Unit and the Office of Training and Tertiary Education in identifying the specific needs of local industries/enterprises in small or "thin" markets and how education and training providers can develop a coordinated and strategic response to their needs.

Nine people braved the very DARK and VERY wet evening to discuss issues of common concern.

A executive summary will be made available in late November for contribuotrs to review.

Alexandra Update

Presentation 2Approximately 15 people attended a Redgate Riding meeting chaired by Cr. Mike Dalmau and supported by CEO Danny Hogan, in the Alexandra Town Hall on Tuesday night the 9th of August to hear a range of reports on activities within the Shire and Riding.

The Central Ranges LLEN was invited to address this meeting and was given the opportunity to make a 20 minute presentation on the work of the LLEN in general and the specific research the LLEN has conducted through its Environmental Scan.

Guests attending the evening were told about a range of CRLLEN initiatives including the School Based New Apprenticeship Alliance, the support of both the Alexandra based "Set the Directions" and "Yea Step Ahead" project, as well as the important work that has resulted from the September 2004 Community Cabinet meeting held in the Murrindindi Shire.

This has included work to develop a Murrindindi Training Demand Study [an annoucement regarding this project will be made shortly!] and the recently successful submission to the federal government to secure 0.248 Million in funding to establish a Community Broadband Demand Aggregation Broker across the three shires.

Murrindindi Community Cabinet follow-up begins

Murrindindi Shire CouncilThe chambers of the Murrindindi Shire Council in Alexandra were the scene of an important meeting held today between senior departmental officials and members of the Murrindindi community.

The meeting today was a direct response to discussions that originated from the State Community Cabinet Meeting in Murrindindi on Monday the 27th of September.

The Premier has asked the General Manager of the Strategic Directions Division of the Office of Training and Tertiary Education, Mr. Phil Clarke, to meet with local government, business and community representatives to pursue the skills and workforce needs that were raised with various cabinet members during meetings through-out the shire. Also in attendance was Mr. George McLean, newly appointed General Manager of the Post Compulsory Pathways and Projects Division within the Office of Learning and Teaching.

The meeting was chaired by Mayor Mike Dalmau and attendees included councillors Graeme Brown and Bill Wall, Murrindindi CEO Danny Hogan and Director of Organisational development, Michael Chesworth. Representatives from local businesses and leaders from health, education and training providers within Murrindindi were also in attendance.

The meeting agenda included:

  • A discussion of current/future skill-sets of businesses within Murrindindi
  • Opportunities for integration of education institutions and
  • possible alternate education provision funding models

The meeting was an extremely constructive and open discussion about the unique current and future needs of industries and communities within the Murrindindi shire. While no concrete outcomes were achieved in this first meeting, the forum did resolve to begin more organised dialogue between senior Department of Education and Training officials and all Murrindindi stakeholders.

The meeting agreed that the Central Ranges LLEN and its Murrindindi sub-committee would be the point of contact for initial discussions.

Updates to this significant initiative will be posted in the CRLLEN website discussion forums.

From the Mayor's Chair- Murrindindi

Murrindindi Mayor, Mike Dalmau outlined the recently announced partnership with the Central Ranges LLEN in his 'from the Mayor's Chair' report, dated 6th September.

In this update, Mayor Dalmau outlines the opportunities and challenges presented by the publication of the CRLLEN 'Environmental Scan'.

Mayor Dalmau says:

Last week, I chaired an important meeting to formulate the Murrindindi Local Learning Employment Network (MLLEN). Invited to participate in this network were representatives of the Secondary Colleges within Murrindindi, the Community and Neighborhood Houses, further education providers and Berry Street. In the future it is envisaged that leaders from important industries within Murrindindi will also be included.

Currently the CRLLEN gives us information to compare our Shire with other regions. It demonstrates we have to improve, especially in providing opportunities and choices for our youth to be part of our future. They are essential if we are going to be sustainable in the longer term.

Murrindindi Launches LLEN Sub-Committee

Mayor, Deputy & Chair

The Board of Directors is proud to announce the confirmation and launch of the Murrindindi Shire sub-committee today in a brief but very constructive ceremony in the Murrindindi Shire Council board-room in Alexandra.

Mayor of Murrindindi Shire, Cr. Mike Dalmau officially launched the new committee. Mayor Dalmau outlined the important role strong leadership and support from the Shire can play in assisting and improving educational outcomes for all the communities in the Shire. He indicated a genuine willingness and support for integrating the skills needs of communities across the shire, as well as working closely with local businesses and industry leaders to ensure a 'better fit' and 'whole of community' approach.

Deputy Mayor, Cr. Graeme Brown outlined the many opportunities available to communities within Murrindindi, and saw immediate opportunities to engage with groups such as the 'phase 3' group from Marysville, involving retired and semi re-tired community members and possible mentoring or support roles for local education and training providers.

Mr Gerard Hard , Chairperson of the Board of Directors of the Central Ranges LLEN and Area Manager for The Apprenticeship Factory , outlined the importance of coordination of planning, stating that as recently as two weeks ago, the LLEN executive had met with Aquaculture training specialists to discuss how to improve access to education and training services that will directly support an important industry in the region.

Meeting in progressRepresentatives from townships and communities across the shire attended a small morning tea to witness the launch and contribute feedback.

Over the coming months, the sub-committee plans to meet at least twice, to begin the process of advocating for and informing the planning for educational provision and business/community partnerships.

Handshake seals the deal!
