On Track Connect is underway again for 2008 and we are advising agencies and stakeholders that the identification of young people seeking further assistance has begun and will continue until late May.

During this time there may be young people who we determine [or request] need a referral to one or more agencies in the area.

On Track is an important Victorian Government initiative designed to ensure that Year 10 to 12 government and non-government school students are on a pathway to further education, training or employment after leaving school.  The Victorian Government launched On Track in 2003.

On Track surveys students in years 10, 11 and 12 who left schools in 2007.  The survey is designed to provide information on post school destinations and identify young people not in education, training or full-time employment.  This data will provide a better understanding of outcomes from education as well as assisting the Government to improve pathways planning both centrally and at the local level.

On Track Connect, as part of On Track, aims to assist young people who have left school and are not studying or in full time work through connecting them with an appropriate pathway.

On Track Connect is primarily about assisting with issues that are directly related to education, training and employment. However, where young people have other barriers to accessing education, training and employment that fall outside the CRLLENs’ mandate, the CRLLEN wishes to refer these young people to appropriate welfare and support agencies. On Track Connect complements the Managed Individual Pathways program, [MIPS] as well as the work of transition workers and other services that are offered in the community. On Track Connect is available for Year 10, 11 and 12 Government and non-Government students who have exited in 2005.

Young people in On Track Connect will not be in education, training or full time employment and will have requested assistance.

The Central Ranges LLEN responsibilities for On Track Connect include reporting On Track Connect outcomes in schedule 1 of the LLENs Agreement with the Victorian Skills Commission (VSC).

The role of LLENs in On Track Connect is to broker and negotiate appropriate referral arrangements to provide advice to young people about options for reengagement with post compulsory education, training or employment. 

LLENs are not funded to act as service providers or case managers.  Where appropriate, young people will be referred to local agencies that are funded to provide specialist service or case management.  The detailed knowledge that LLENs have of local transition and support services makes them the most appropriate referral point.

In an effort to support the transition and referral of young people identified through the OnTrack connect process, we have included documents that existing agencies may wish to download. Depending on a student's home location and need for referral, we may be requiring the assistance of agencies and service providers from across the Macedon, Mitchell and Murrindindi Shires.

We have included some simple and straight forward templates for use in the referal process.

We also plan to convert our provider database to include an online component, allowing agencies to register and outline available services and expertise.
