Local Learning and Employment Networks (LLENs) are a Victorian Government initiative. LLENs bring together education providers, industry, community organisations, individual and government organisations to improve education, training and employment outcomes for young people in communities across Victoria. There is a statewide network of thirty one LLENs which were established in 2001-2002. They focus on young people aged 15-19, with a particular emphasis on those at risk of not completing year 12 or its equivalent.
A set of Key Performance Indicators [KPI's] are agreed to in each planning cycle and a contract is established with the Victorian Government based on these indicators. All funded work and all planning relates DIRECTLY to the the achievement of the strategic goals set out in the LLEN Funding Agreement.
2009 -2011 CONTEXT
The LLEN’s core role is the creation and development of sustainable relationships, partnerships and the brokering of initiatives between local education providers, industry and community.
The purpose of these partnerships is to:
- provide integrated planning which identifies gaps and articulates priorities and strategies including input into the following planning processes;
- Department of Education and Early Childhood Development regional plans
- Office of Training and Tertiary Education, TAFE Study Area Groups
- Adult, Community and Further Education regional plans
- The Victorian Skills Commission Planning
- expand pathways to further education, training and employment and coordinate support on offer at the local level for young people, linked to local employment opportunity and skill needs;
- provide a local platform for implementing, integrating and linking Government initiatives including the Victorian Certificate of Applied Learning, VET in Schools programs, Youth Training Guarantee, Technical Education Centres, Managed Individual Pathways and the Youth Transition Support Workers initiative (where appropriate);
- provide advice on gaps in the local provision of the Youth Guarantee; and
- provide advice on state-wide policy and program issues to VSC to improve local service delivery.
The LLENs’ role excludes the direct provision of services to young people.
The purpose of this exclusion is to maintain the capacity of LLENs to effectively perform their facilitation and brokerage role.
Half -Year Report to Members - 2009
Please find attached in the links below, a copy of the half yearly report against the 2009 funding agreement for the Central Ranges Local Learning and Employment Inc.
This report was reviewed by our Directors at the July 23rd 2009 Board meeting.
We note the impact of the Victorian Bushfires on our region has been both wide-spread, immediate and long-term.
We present this status report in the context of greatly diminished capability at this time and advise that our 2009 targets will be greatly effected by both the impact of the fires and the subsequent departure of our long-standing Chief Executive Officer. We will work to make assessments of the extent of these issues and commit to maintain close communication with the Victorian Government and the Department of Education and Early Childhood Development.
We look forward to continuing and expanding the work of our Board and hope to use the events of the past six months as a catalyst for even greater commitment to the improved outcomes for young people.
